A total of 26 peoplewere arrested at a road-block this past Friday evening in Durban-ville Road near the Rose Garden.

The City of Cape Town’s Traffic Serviceand Metro Police arrested a total of 207suspects in the last five days during a se-ries of operations across the city, of which175 ended up behind bars for drunken

driving, according to a media release bythe City.

The City’s Traffic Service held road-blocks at a number of locations and arrest-ed 155 suspects in total – 138 of them fordriving under the influence of alcohol.This included 35 arrests in Atlantis, 32 ar-rests in Delft, 26 arrests in Durbanville, 21

arrests in Philippi and 16 arrests in Both-asig.

Metro police officers arrested an addi-tional 37 motorists for drunken drivingduring general crime prevention patrolsand operations in the Nyanga, Belhar,Ravensmead, Macassar and Khayelitshaareas.

dens ’n huisroof in Kraaifontein plaasge-vind.

“Ons het ’n baie goeie beskrywing vandie verdagte gekry wat baie help met dieondersoek,” het brig. Gerda van Nie-kerk, die stasiebevelvoerder, Vrydag ge-

sê.Die voorval het tussen 05:30 en 07:45

Nadat hy Sondag gaan oefen het vir die36ONE MTB Challenge, het Johan Wegner(49) omstreeks 11:45 terug na Durbanvillegetrap op die R312, toe hy so vier kilometervoor Fisantekraal drie mans in ’n ouerigewit VWGolf langs die pad gewaar. Hulle hetvir hom verdag gelyk.

“Twee vandiemanshet buite die voertuiggestaan en die een was op sy selfoon besig.Ek het verder getrap en die wind het sterkgewaai,” vertel hy.

BloekombomeKort voor die indraai na die Fisantekraal-

woonbuurt, het tweemans skielikvan links,vanagterdiebloekombome, ophomafgepyl.

“Die een het sy gesig met ’n rooi lap enhoed bedek, sodat ek hom nie kan herkennie, en die ander een het ligte tatoeërmerkeop sy gesig gehad.Ekvermoedhulle gebruikdie bloekombome langs die pad om agterweg te kruip sodat ’n mens hulle nie vroeggenoeg kan gewaar nie. agter hom in die pad verbygery het, hardhoor rem en in trurat begin ry. Dis met diédat die twee vermeende rowers weggehard-loop het. ’n Paar motors het daarna by homstilgehou om te hoor of alles reg is.“Dit was ’n nare ondervinding en ek het

groot geskrik. Ek dank die Hemelse Vaderdat Hymy bewaar het en dat hulle nie betergewapenwas nie!” sê hy. Die wit Audi se be-stuurder het daarna verder af in die pad bysy vriend, wat agter hom gery het, stilgehouom hom te waarsku. VolgensWegner het hyook teruggery om sy vriend te gaan waar-sku. Toe hulleweer verby Fisantekraal geryhet, het die twee vermeende rowers oop enbloot teen ’n muur langs die pad gesit. Hyvermoed die mans in die VW Golf het ookiets met die voorval te doen gehad. Hy hetnie ’n klag by die polisie aanhangig gaanmaak nie.

le, is baie ernstig beseer toe ’n rower op Son-dag 17 Januarie by Fisantekraal eers ’n dikstok in sy fiets se wiel gesteek het om homte laat val en hom daarna met ’n baksteenaangerand het. Sy selfoon is geroof.Swart het ’n klag by die provinsiale poli-

sie-ombudsman aanhangig gemaak teen dieKraaifontein-polisie oor die “swak” hante-ring van die aanvanklike ondersoek van dieaanval.

lisie het gesê hulle gaan die nuwe inligtingopvolg en hul patrollieskofte daarby aan-pas. Hoewel die pad tegnies gesproke binnedie Kraaifontein-polisie se gebied val, is dieDurbanville-polisie se Fisantekraal-stasieskaars 100 m vanaf die pad. Fisher het gesêhulle gaan daarom ook met die patrolleringvan dié pad help.

antekraal Animal Welfare (FAW) after an-other dog that was given as a gift to an em-ployee, was mutilated.The male Yorkshire Terrier, which was

given to a domestic worker by her Durban-ville employer, arrived in Morningstarwith a bow tie in his hair, along with hisDachshund friend – clearly a pam-pered, well-groomed pooch then.On Saturdaymorning, the FAW

were called forhelp after theYork-ie was attacked by two Pitbulls inthe street. His skin was rippedopen and he had severe internalinjuries, including a puncturedlung and perforated abdomen.“He was in severe shock and

struggling to breathe. When ourvolunteer carried him into thevet, her arms were drenched inhis blood. Shehad tohold backhertears and rage when the vet said‘there’s nothingwe can do – his in-juries are too severe’.“She had to hold him in her

arms and comfort him while hewas put to sleep,” says JenniferDavies of FAW.“Wearenot blaming the current

owners. Although they could havemade more effort, they are very poor withmany children to care for too.“The original owners should not have

blithely sent this little dog (and his Dachs-hund friend) into the township to peoplewho couldn’t afford to care for themproper-ly or had the knowledge needed for the spe-cific needs of delicate little purebred lap-dogs and who do not have a fenced-in prop-

erty,allowing the dogs wander on thestreet,” she said.It was not the first time the FAW had to

help him.“The poor dog was previously treated on

separate occasions for a dislocated leg, a se-vere flea infestation and overgrown fur andclaws,” Davies said.Several outraged people commented on

Facebook on the incident.“Every week now we are coming across

animals sent into the townships from thesuburbs,most of them small-breed dogs and

pups. Very, very often they are injured,sick, terrified, poorly groomed and chainedup,” she said.Recently a Cocker Spaniel, also donated

to a domestic worker, was killed when itwas hit by a rock.The list of “donated” animals include la-

bradors, dachshunds, border collies, andcats, even bunnies, hamsters and parrots.

“The cats sent in there usually get killedbydogs or they runawayandarenever seenagain,” Davies said.“Yes, the person you give the dog to may

be a kind, loving person who adores ani-mals. But the problem is that impoverishedcommunities are known to be hotbeds forcrime.Even thepeoplewho live in the town-ship say it isn’t a safe place for them or fortheir animals.“Drugs and abuse and theft are sky-high.

Many residents even give up their animalsto us, because they aren’t safe there,” she

said.The average township home

doesn’t have a wall or fence,and, even if it does, peopledon’t ring a doorbell and waitto be let in – people are in andout all the time, and dogs getout.“Even if they are cared for,

these ‘donated’ dogs are not ac-customed to the rigours oftownship life. They are notstreetwise. They cannot lookout for themselves.“There are already more

than enough animals in there.The people often can’t affordanother pet – they are strug-gling already.“Every week we treat dogs

for dog bites or being hit bycars, stabbed, burnt, or worse.Many are such ‘handmedown’

dogs,” Davies said.“We know that sometimes there are ex-

tenuating circumstances. Just do the rightthing, even if it takes timeor you feel judgedor you’re embarrassed.“Sometimes putting that animal to sleep,

der: noordelike distrik vir beplanning enbou-ontwikkelingsbestuur van die StadKaapstad, aan sakelui gesê by ’n vergade-ring van Durbanville-Besigheid verledeWoensdag op die plaas Groot Phesantekraalbuite Durbanville.Matthysen het die werking van die muni-

sipale beplanningstribunaal verduidelik,wat sedert 1 Julie 2015 van krag is. Die tribu-

naal sit elkemaand in die vier strekewaarindie stad opgedeel is om oor ontwikkelings-aansoeke te besluit.Die streke is: noord-westelike distrik (Ty-

gerberg en noordelike voorstede); suid-wes-telike distrik (Kaapstad, Tafelbaai en Blou-bergstrand); noord-oostelike distrik (Hel-derberg en Khayelitsha) en suid-oostelikedistrik (suidelike voorstede enKaapse Vlak-te).“Die tribunaal bestaan uit tegnies-kundi-

ge persone en sluit in stadsontwerpers enomgewingskundiges, nie net stadsbesplan-ners nie, van wie ’n gedeelte van die lede ek-stern tot die Stad is, en die res stadsamptena-re wat op die tribunaal dien,” hetMatthysengesê.Ingevolge vorige wetgewing is ontwikke-

lingsaansoeke deur verskeie liggame oor-weeg. ’n Besluit kon deur óf ’n amptenaar ofdie toepaslike subraad oorweeg word, ófdeur die stadsraad se komitee oor ruimteli-ke beplanning, omgewing en grondgebruik(Spelum) óf deur die burgemeesterskomiteeof die volle raad enheel laastens op provinsi-ale vlak.“Nou isdit óf ’n amptenaaróf die tribunaal

wat jurisdiksie het om díé besluit te neem.Hopelik sal hierdie bydra tot die vinniger af-handeling van ontwikkelingsaansoeke.“Dit is nou raar dat iets na die provinsie

verwys word. Selfs die magtiging vir die op-heffing van beperkende titelvoorwaardes lênou by die Stad,” het Matthysen gesê.Wat betref die aantekening van appèl teen

besluite ingevolge die Stad se Verordening

op Munisipale Beplanning 2015 lê die be-sluitnemingsmagte tans by die burgemees-ter en die presiese werking hiervan sal bin-nekort gefinaliseer word, het sy gesê.VolgensMatthysen is daar nog sowat 1 000

aansoeke dwarsoor die stad, waarvan 129 indie noordelike distrik is, wat nog ingevolgedie ou LUPO-wetgewing (voor 1 Julie verle-de jaar) ingedien is.“Daar is groot druk om hierdie aansoeke

so ver moontlik voor die verkiesing in Au-gustus af te handel,” het sy gesê.“Wat veral interessant is, is dat nuwe

Hulle het gevoel dat ’ntrageostomie nie ’n opsiewas vir ’n gestrem-de kind nie en wou Victor se distonie metmedikasie behandel terwyl hy aan die venti-lator gekoppel bly. Hulle was van meningdat ’n trageostomie sy toestand sal verergeren dat hy sou ly. “Hulle het blatant gesê dathul besluite nie onderhandelbaar was nie,en dit terwyl Victor elke dag sigbaar ver-swak het.”

Uit desperaatheid het die Goosens laat inDesember Duitsland toe gery om daar hulpte gaan vra. “In Essen was daar een hospi-taal wat bereid was om die operasie te doen,maar nadat hulle ’n brief van die hospitaaluitNederlandontvanghet, het hulle ookont-trek,” sê Alida.Op 28 Desember het die hemele vir die fa-

milie oopgegaan toe prof. Fourie vir haar ’nSMS uit Kaapstad gestuur het.“Ek sal dit nooit vergeet nie. Hy het gesê

Feral cats across the northern suburbsgot a new lease on life over the week-end thanks to a partnership between

volunteer vets, veterinarynurses andCape-tonians Against Animal Abuse (CAAA).Over theweekend, volunteers gathered at

the Table ViewAnimal Hospital alongWestCoast Road to sterilise 40 feral cats.Speaking to TygerBurger ahead of the

event, Leandi Best, a veterinary nurse atthe hospital, explains CAAA consists of agroup of concerned cat lovers across thenorthern suburbs and look after feral cats.“These cats are wild and basically have

either been abandoned or were born wildand never domesticated. They can be foundon farms, industrial areas and campusesand CAAA assists by trapping these catsand they are gathered and then sterilised.“They collect cats in various areas across

the northern suburbs and arranges for

them to be sterilised at the Goedemoed Ani-mal Hospital in Durbanville.”Leandi has volunteered her services at

the Durbanville vet and this time she optedto raise funds for a sterilisation in TableView. With the use of raffles she gatheredR4 000 to sterilise 40 cats and explains itcosts a bit more for female cats.“This only covers the equipment and test-

ing; all the services of the vets and nursesare voluntary on the day. When we start,they are tested for the feline immunodefi-ciency virus (FIV) and feline leukemia vi-rus (FeLV) and if negative they are steri-lised, vaccinated and de-fleaed.”The cats then receive a clip on the ear to

indicate they have been sterilised before be-ing released again. “There is no point in try-ing to have these cats domesticated. Theyare wild and look after themselves but thebreeding is a problem.”Leandi says she now hopes to continue

Foryearsnowmotorists inKuilsRiver,Brackenfell and Kraaifontein havebeen moaning and groaning about

bad traffic congestion – something thatcould soon be a thing of the past.All of this is thanks to a development

along the R300 freeway where the newR300/Bottelary interchange is being built.The construction process is set to last

until mid 2017.A sod turning ceremony was held at the

site a week ago marking the start of theconstruction process.

The event was attended by several role-players, including officials from the Cityof Cape Town, the Provincial Governmentof theWestern Cape and the South AfricanNational Roads Agency (Sanral).

The construction will provide quickeraccess for motorists from Bottelary Roadmoving onto the R300 to connect to, andfrom the N1 via two new lanes on eitherside of the new interchange, the City saidin a statement.The development, worth R60 million, is

one of many set to be undertaken in thecity over the next five years.

One of those at the sod turning event onThursday morning was Cape Town mayorPatricia de Lille.

“As ameans to respond to the influx intoCapeTown, themunicipality decided to in-vest a total of R750 million which will bespent over the next five years to tackle con-gestion issues across the city,” De Lille,wearing a hardhat and reflector jacket,told TygerBurger at the construction sitelast week.

The R750million for roads and upgradesform part of the City’s congestion reliefprogramme.

Kuils River is one of the areas in the cityprioritised for this programme.

The traffic congestion here, De Lillesays, is the worst in the city.

The City of Cape Town contributed 52%(R31 million) towards the project, and theProvincial Government of the WesternCape’s Department of Transport and Pub-lic Works 48% (R29 million).

A portion of themoneywas also donatedby the private sector, DeLille added. Threelocal private companies donated R5 mil-lion each.

“I am looking forward to havemore suchpartnerships,” she said.Donald Grant, the Western Cape Minis-

ter of Transport, shared De Lille’s senti-ments.

“For us in transport it’s really aboutlinkages and the partnership that has beenfacilitated with the major partner beingthe City of Cape Town, ourselves, Sanraland the private sector,” Grant said.

He said in order to achieve goals such asthe current development, a partnership isimportant and often the only way of an-swering the needs of the people.

“Cape Town is one of the fastest growingcities.

“We need to pool our resources in termsof meeting the demand from the variouscommunities,” Grant said.He described the partnership and subse-

quent development as a happy result.“These projects take time. This does not

happen overnight.“There are different spheres of govern-

ment working together with their budgetprocess in different cycles. It’s a greatproject and it will help this area,” he con-cluded.

Other congestion alleviation projects inKuils River and surrounding areas in-clude the recent widening of AmandelRoad at a cost of R18 million, the wideningof Van Riebeeck Road at a cost of R8.5 mil-lion and Saxdowne Road which is current-ly under construction at a cost of R32.5mil-lion.

Two South African youngstersfended off determined chargesfrom local and international

golfers to secure a double celebrationfor South Africa in the Curro SouthAfrican Juniors International atDurbanville Golf Club on Thursday.

Sixteen-year-old Garrick Higgofrom Boland fired a one-under-par 71to claim the Boys’ Division title of theGlobal Junior Golf Tour event on a12-under-par 204.

He finished three shots clear of Slo-vakia’s Jakub Hrinda, who posted a68, while Jens Christian Tvergaardfrom Denmark and Germany’s Con-stantin Unger shared third on threeunder 213 after respective rounds of70 and 71.

Local boy Ayden Senger from Dur-banville Golf Club ended the tourna-ment with rounds of 74, 76 and 77.

Ian Botha (Durbanville) shot 74 inthe first round but couldn’t keep it go-ing as he finished with 78 and 81.

In the girls’ division Gauteng’s

Woo-Ju Son began her quest for sil-verware as the leader by six strokes.The 15-year-old endured a roller-coaster round and carded a 79 to edgeout KwaZulu-Natal’s Brittney-FayBerger, who closed with a 72, by onestroke to triumph on five-over-par220.

Crystal Beukes from Boland tookthird on 227 after returning a finalround 80.

Higgo began the final round witha six-shot advantage and managed tohold out in the face of stiff resistancefrom his European rival, who startedthe day in second place and feeling hehad a chance to close the gap on theBoland teenager if he could shoot inthe mid-60s.

“You never know in golf what canhappen at any stage,” said the tallSlovakian.

“If Garrick blows out and I shoot64 or 65, it’s game on,”he said.

“He played so well for the first 36holes, though, that it’s going to be

tough to catch him.”And so it proved.Higgo started with back-to-back

birdies, surrendered a shot at thepar-four third and then it was steadystuff as he parred the next six holesfor an outward loop of a one-under 35.

Hrinda, meanwhile, began the daysix shots back on five under andstayed within striking distance. Ahat-trick of birdies at five, six andseven raised his hopes and Higgoopened the door further with a bogeyat the par-three 12th.

But there was little doubt aboutwho would come out on top as Higgoshowed class under pressure to sealthe deal.

“I’m just so stoked to have wonsuch a prestigious tournament,” Hig-go said.

“I put the win down to solid all-round play. The driver played balland my iron-play was consistentlygood. The putter was a bit off at timesbut that’s how it goes.”
