It is estimated that around 3500 babies are abandoned each year in South Africa. “This campaign forms part of the Choose to Care initiative that fo- cuses on crisis pregnancies in a bid to make women aware of the vari- ous alternatives for women experi- encing an unplanned pregnancy,” says social worker Albie Jackson from Abba, a Bellville-based adop- tion and social services entity. Every year, thousands of women are faced with the unexpected news that they are pregnant. These are most often teenagers, but could just as easily be a single mother of three facing an unplanned preg- nancy. From that moment on, their lives are changed forever. In such a situation, a young mother faces decisions that need to be made and challenges to be met at a time when she is feeling emo- tionally confused and over- whelmed at the sudden change of direction her life is about to take. In many instances a teen will feel totally alone and too inexperienced in life to make such enormous deci- sions. “We need young women and their families in need of help to know that there are people and or- ganisations available to help them consider all the options and decide on the best solution – most crucial- ly we need to stem the tide of child abandonments and the devastating consequences that such a decision has on the child and mother for the rest of their lives. “The Choose to Care campaign encourages individuals, families, communities and organisations to reconsider how they look at their roles and responsibilities in just such a situation and to take posi- tive action,” says Jackson. According to him, statistics show that 30% of South African teenagers have reported “having being pregnant” and that most of these pregnancies were un- planned. She gave a number of causes for this, which include so-called sugar daddies, ignorance of birth con- trol, rape, not wanting to use con- traceptives to prove one’s woman- hood and healthcare workers re- fusing to provide birth control solutions to young women due to their traditional views on sexuali- ty. Wednesday to make the communi-ty aware of child abandonment andthe prevention thereof.It is estimated that around 3500

babies are abandoned each year inSouth Africa.“This campaign formspart of the

vasgetrek vir die moord op die 33-jarige Jo-han Asia van Kraaifontein.

Asia se liggaam is verlede Dinsdag om-streeks 10:21 in ’n vlak graf op die ou Everi-te-stofpad langs die Brackenfell-natuurtuingevind toe ’n inwoner van die Everite-hos-telle daar verby gestap het.

Sy het eers ’n groot bloedkol op die padgesien, waarna haar oog op die hoop sand’n meter van die pad geval het.

Net ’n gedeelte van die slagoffer se kop ensy linkervoet het by die graf uitgesteek.Bloed was glo nog sigbaar aan sy kop.

Die Brackenfell-polisie was vinnig op dietoneel, gevolg deur die Wes-Kaapse foren-siese taakspan wat die misdaadtoneel virdie volgende vyf uur noukeurig gefynkamhet vir bewysstukke.

Ondersoekbeamptes het bloedspatsels indie veld aan die ander kant van die pad ge-vind, sowel as ’n stuk pyp wat langs die oor-ledene gelê het.

Dit blyk ook dat die slagoffer sonder klerevermoor is. Sy klere het in ’n hopie langsdie pad gelê.

Familielede wat later die middag op dietoneel opgedaag het, het hom aan sy klereuitgeken.

Die oorledene se ontroosbare ma hetlangs die misdaadtoneel ineengestort en isbygestaan deur ’n lid van die Brackenfell-polisie se slagofferbystandeenheid.

“Hoekom het julle my kind hier komdoodmaak?” het sy herhaaldelik gevra ter-wyl sy bitterlik gehuil het.

Daar word vermoed dat die oorledene nadie stil pad gebring is om daar vermoor teword.

Adelicate operation in which a cancer-ous prostate was removed by cutting-edge technology – the DaVinci robot-

ic procedure –was broadcast live from thea-tre last Thursday at the MediclinicDurbanville.The broadcasting event was attended by

medical students as well as journalists.This put the spotlight on men’s health in

support of Men’s Health Awareness Month.The operation was performed by Dr Gaw-

ie Bruwer, a urologist, using the innovativeDa Vinci robotic surgery, which has beenin use at the Mediclinic Durbanville for thepast year.As the surgeon controls it, the robot oper-

ates on the patient. The robot translates thesurgeon’s hand movements outside the pa-tient in smaller, more precise movementswith its mechanical wrists inside the pa-tient through five small incisions.As these movements are three times

smaller on the inside, this removes anytremor the surgeon might have.The surgeon also has a ten timesmagnifi-

cation of the inside of the body on hisscreen,which allowshim to see the smallestveins and arteries to prevent excessivebleeding.This hospital is currently also the only

one offering this technology in the Medicli-nic group in the Western Cape.This method was introduced for complex

surgery such as prostatectomies due to theminimally invasive approach.

However, nephrology and colorectal sur-geries are being performed worldwide al-ready with this method and it is only a mat-ter of time before these procedures will alsobe performed at this hospital.While open surgery patients require in-

tensive care before going to a regular ward,more than 60% of patients who had under-gone the Da Vinci robotic surgery are dis-charged the day after surgery.Bruwer has performed more than 85 of

these robotic procedures.“The precision of the Da Vinci aids the

thorough removal of cancerous tissue andoffers the ability to perform nerve sparingsurgery.This enables a faster returnof erec-tile function, as well as a better chance forurinary continence,” he said.This less invasive keyhole surgery also

reduces the risk of infection and the timea patient requires a catheter.Also, as part of Men’s Health Awareness

worddat dit slegs virkontantbetalings is.Hyhet toe baie aggressief geraak en ’n mes uit-geruk. damaged.“One woman was trapped inside

her light motor vehicle while an-other woman sat inside the bakkie.Three men were found lying in themiddle of the collision scene,”says ER24 spokesperson RusselMeiring.

Paramedics found that bothwomen had sustained critical inju-ries while all threemenwere foundin a serious condition.“Rescue services went to work

extricating the critically injuredpatient from the light motor vehi-cle, using specialised rescue equip-ment.Once freed, paramedics treat-ed the patients and provided themwithmultiple advanced life supportinterventions.”The one critically injuredwoman

was airlifted by theAMShelicopterto Mediclinic Milnerton while theremaining patients were transport-ed by ambulance to Mediclinic Mil-nerton and Tygerberg Hospital forfurther treatment.Local authorities were on the

scene to conduct an investigation.

Two men suspected of following a clientout of Absa Bank with the intent to robhim, were nabbed by police before they

could strike.The client, who was presumably followed

to Absa Bank at CapeGate last Tuesdaymorning, became suspicious when he notedone of the suspects outside the bank doors.“He had seen the man watching him and

noted that he was communicating some-thing via his cellphone,” says Brackenfellpolice spokesperson Warrant Officer EricaCrous.

Itwas later discovered that the accomplicewas in close proximity.After leaving the bank he immediately

proceeded to a nearby restaurant where hesat down at a table and contacted the Brack-enfell police.“At that stage theone suspecthad followed

him into the restaurant and took a seat near-by,” says Crous.Minutes later, however, the suspect real-

ised that he was caught out and he and hisaccomplice attempted to make a run for it.“Police and mall security were too quick

for them and apprehended them before theycould leave the mall,” says Crous.One of the men was arrested after it was

found that he had awarrant of arrest againsthim from Bloemfontein police.The other suspect was released as police

did not have enough cause to detain him, asno crime had been committed.Incidents ofso-called bank followings have increased inrecent years.A following occurs when criminals identi-

fy people withdrawing money to rob themoutside the bank’s premises.They usually loiter outside the bank and

contact an accomplice by cellphone after heidentified a target. The target is then fol-lowed outside to be robbed.Crous warns the public to be vigilant at

all times when visiting a bank or an ATM.

earlier this year to much acclaim and therest of the development, including the res-taurants, is now coming on stream, ex-plains Rowley.She says the planned closure of Ratanga

is not imminent and will depend on when

the land is required for redevelopment,which in turn will be a function of the stateof the economy andmarket demand for offi-ces and housing.“This is likely to be in the next two to four

years, but it is impossible to predict accu-rately. When the time is right, the land willbe redeveloped as a mixed use precinctwhich will consist of residential, commer-cial and leisure components.”She further says some of the rides might

be sold but they are also exploring the possi-bility of retaining some of the kiddie ridesfor a smaller leisure attraction.“In themeantime the park is operating as

usual. There are two aspects to Ratanga’sbusiness – the function facilities which op-erate under the Bridgeways brand 364 daysa year, and the theme park rides which op-erate on a seasonal basis. Both aspects arecontinuing to tradepernormal and thegoodnews is that Ratanga has a special ticket of-fer for our valued guests when it reopensfor a 10 Jol in July from Friday 8 to Sunday17 July.”The statement also says due to popular

concert at Club Mia Casa in Kuils River onWednesday 15 June before handing over theentry fees for the night to Youth Outreachthe following day.Based just outside Stellenbosch, the non-

profit organisation offers a number of servi-ces to at-risk youth in the surrounding are-as.Youth Outreach’s Shirley Williams says

they run a youth care centre or place of tem-porary safety care and a drop-in centre.As a place of safety, they provide tempo-

rary care to 10 to 12 children of each genderwho stay with the organisation for any-where between six months and two years,depending on the best interests of the child.The organisation’s drop-in centre offers a

safe place for children to spend their timeafter school where they can get a warmmealand help with their school work.Shirley says they regularly run pro-

grammes with these children and evenbathe and clothe them.About 40 children are part of the after-

school side of the project.“Theymight need it themost and I’m sure

1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin ’n algemenewaardasie geïmplementeer word of binne driemaande na implementering van’n aanvullende waardasie om die korting aansoek doen, andersins kan korting nietoegestaan word nie.

2. VERBRUIKSTARIEWE EN ­HEFFINGSWater, sanitasie, elektrisiteit en vaste­afvalbestuur word teen 14%­BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%­verminderingstarief,20%­verminderingstarief en 30%­verminderingstarief). Elke tarief is gekoppel aan diewaterverminderingsvlak wat opgelê word. Die normale tariefstel het betrekking op ’nvlak van ten minste 10% onder die lae watervraagkurwe aangesien vorige beperkingsen watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaaghet, en die vlak 1­beperkingsmaatreëls as permanente goeie watervraagpraktyk bydie uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakkevan vermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegsgekoppel aan die beperkingsvlak wat die nasionale departement van water ensanitasie die Stad oplê nie, maar ook aan die vlak van verbruikersvraag.Weens diehuidige klimaatsomstandighede het die Stad Kaapstad met ingang van 1 Januarie2016 waterbeperkings tesame met die 20%­verminderingstarief ingestel, Die20%­verminderingstarief sal ook op die boekjaar 2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

’n Verhoging van 9.75% in waterverbruikstariewe is goedgekeur.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word; en

2.1.2 Huishoudelike groep – woonstelle met massameters, trosontwikkelings watenkel­ en deeltiteleenhede insluit, sowel as raadseiendom. ’n Gratis toewysingvan 6 kℓ per eenheid per maand by voorlegging van ’n beëdigde verklaring oordie getal eenhede:

2.1.11 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.12 Huishoudings in wooneenhede op gemengdegebruik­eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede.

Voorgestelde wysigings in hooftrekke

• Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik enhuishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledighuishoudelik, waar verbruikers ’n styging van meer as 9.75% sal ervaar.

• Voortgesette inlynstelling van die prys vir fonteinwatergebruik op gholfbane waardie gebruiker nie infrastruktuur voorsien het nie.

• Bykomende stygings in permit- en verfilmingsfooie van die Massawater Tak, watmet meer gepaste prysvlakke in lyn gebring is.

• Bekendstelling van ’n kansellasiefooi vir verfilmingsbesprekings.• Die waardasieperk is verhoog van R300 000 tot R400 000, en dus sal meer

mense die bykomende 4.5 kℓ water per maand ontvang.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%­verminderingstarief,20%­verminderingstarief en 30%­verminderingstarief). Die normale tariefstel hetbetrekking op ’n vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorigebeperkings en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlakverlaag het, en die vlak 1­beperkingsmaatreëls as permanente goeie watervraagpraktykby die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke vanvermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegs gekoppel aandie beperkingsvlak wat die nasionale departement van water en sanitasie die Stad oplê nie,maar ook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighedehet die Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die20%­verminderingstarief ingestel, Die 20%­verminderingstarief sal ook op die boekjaar2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

’n Verhoging van 9.75% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ water isgelykstaande aan 35 kℓ riool); en

2.2.2 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel­en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van4.2 kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaardingvan ’n beëdigde verklaring oor die getal eenhede wat vanaf daardiemeteraansluiting voorsien word. Verbruik bo die gratis toewysing sal soos volggehef word:

2.3 ELEKTRISITEIT

Die tariewe hier onder berus op ’n gemiddelde styging van 7.78%, wat met ingang van1 Julie 2016 in werking gestel sal word.

Voorgestelde wysigings in hooftrekke

• Hulptariefkliënte op voorafbetaalde krag met munisipale eiendomswaardasiesvan R1 miljoen of meer sal met ingang van 1 Oktober 2016 na die huishoudeliketarief oorgeplaas word.

• Nuwe kliënte wat minder as 450 kWh per maand gebruik en eiendomswaardesvan minder as R400 000 het, sal vir die hulptarief in aanmerking kom.

• Bekendstelling van nuwe tuisgebruikertarief. Geen bestaande kliënte sal inhierdie stadium outomaties na hierdie tarief oorgeplaas word nie.

• Geen veranderinge aan die toekenning van gratis basiese elektrisiteit nie, buitenkliënte wat dit sal verbeur indien hulle van die hulptarief na die huishoudeliketarief oorskuif.

• Klein kragverbruiker 1 met buitespitstarief is beperk tot kliënte wat reeds vanaf1 Julie 2012 op hierdie tarief is, en styg met ’n bogemiddelde bedrag as dievoorlaaste fase in die uitfasering van hierdie tarief.

• Geringe strukturele aanpassings aan nieresidensiële tariewe in pas met dieuitkomste van die voorsieningskostestudie, of om pariteit met Eskom seMegaflex-tariewe te verseker.

• Bekendstelling van twee nuwe tydspesifieke tariewe vir groot verbruikers (lae enmediumspanning). Alle nuwe grootverbruiker­kliënte sal op hierdie tariewe geplaasword, en bestaande kliënte sal in hierdie stadium kan kies om oor te skuif.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

Tariefbeleid (bylae 7 by die begroting vir 2016/17)

• 7.1.1.1.3 – Uitgebreide (drie keer per week) 240 ℓ-houerdiens (sluitenkelresidensiële eiendomme uit).

• 7.1.7.7 – Organisasies wat by HOMAC (die Stad se hawelose­agentskapkomitee) geakkrediteer is, sal ’n rekening ontvang. Die rekeningsal aan die geakkrediteerde organisasie gekoppel word, onderworpe aan ’ndiensleweringsooreenkoms met die Stad.

• 8.2 – Diensgeldkortings vir organisasies wat by HOMAC geakkrediteer is, worddeur die residensiële tarief gesubsidieer.

Korting vir organisasies wat by HOMAC geakkrediteer is: ’n Korting van 50% op dieheffing vir vullisverwydering een maal per week sal geld vir die eerste 15 (vyftien)240 ℓ-vullishouers met swart deksels. Enige bykomende houers sal teen die volle tariefgehef word.

It doesn’t take much to realise that CapeTown band Al Bairre is all about quirki-ness.They’ll be taking that a step further this

month though, when they perform two con-certs with the Zip Zap Circus.KyleDavis, twinsTessa andJulia Johnson

and Nic Preen will be performing live in theZipZapDomeonFriday 10 and 11 Junewhilethe circus’ acts perform routines choreo-graphed to their music for Al Bairre in theair.“We are super excited to collaborate with

Zip Zap,” Nic says, adding: “It’s going to be

something completely new for us whichtakes the concert experience to another levelquite literally, with trapeze acts above thestage.”“You can expect a full-on Al Bairre con-

cert, except with acrobats, trapeze artists,jugglers, ribbon acts, clowns and this gnarlywheel act that will blow your mind,” Kyleexplains.The shows will be a fundraiser for the Zip

ZapCircus School, a non-profit organisationthatuses circus art to empowerat-riskyouthin Cape Town. Last year they were able toprovide free training to more than 1000 chil-dren.The band describes their music as “Clas-

sic indie finger pop” and proudly call them-

selves “aggressively unfancy”.“When we do what we do we don’t like to

do it in a fancy way,” Kyle explains. “Andif you try and make us, we just pinch you– pretty aggressively.”Al Bairre also makes sure that fans know

how to pronounce their name – “Al Bear” –but according to Kyle that’s a shortened ver-sion from what they originally wanted touse.“We used to be a heavymetal band and got

blacklisted from about six different hotelsaround South Africa for throwing TV’s outof the window,” he recalls. “So instead ofsleeping on the streets when we toured, wejust started checking into hotels under thename The Alan Bairre Jazz Band. Then wegot super into pop music and decided to justbecome a pop band and The Alan Bairre PopBand sounded dumb.”The group’s circus showwill come shortly

after their European tour with fellow SouthAfricans Shortstraw and December Streetscalled Euro Safari.“We played in Berlin, two sold-out shows

in London, a very cool show at TheGreat Es-cape Festival and a show in Amsterdam.”While the other two bands headed home,

June sees Al Bairre continuing on to theModular Festival in Germany, a show inSwitzerland and the Midem Festival in Can-nes in France “to end it all off”.Back in South Africa Kyle says the group

The Grind Indoor Sprint Obstacle Racetaking place at the Velodrome in Bell-ville on Saturday is attracting atten-

tion from athletes of every discipline. Thefirst indoor event of its kind in SouthAfrica,the ISOCR, as the team calls it, is a one kilo-metre obstacle course race that – for achange – doesn’t involve mud. It does, how-ever, involve up to fifteen obstacles that willchallenge all comers on the day. What isunique to this Grind is the fact that it takesplace in an arena in front of a large cheeringaudience, spurring competitors of all levelsof fitness on to do their utmost.The founder of TheGrindObstacle Course

Racing, Mat Barlett, is excited about thischange in venue, and believes that – particu-larly in the winter months – indoor racing

is here to stay. “Wehave combinedCrossFit,gymnastics, and traditionalObstacleCourseRacing to create a brand new experience forathletes and audience alike.”Is it only for highly trained sportspeople?“Not at all!Whilewe do expect top athletes

to compete – and we have a lot who have en-tered already – we are also aiming to attractpeople from all walks of life who are up foran unusual challenge.”Mat explains that the family element is

part of the attraction, with spectators will-ing on family and friends, and a Kids Obsta-cle Course thatwill be a scaled downversionof the main attraction.“Children from the age of four to 12 will
