Less than a year ago the body of a 72-year-old man was discovered in abush next to Old Faure Road. Eight

months later, the three men responsiblefor the brutal killing arefinally put behind bars.TygerBurger reported

on the initial murderwhich occurred on 20May last year.It was alleged then that

the victim, a residentfrom Somerset West, wasa suspected client of oneof the sex workers alongthe dark and dangerousstretch of road.The decomposed body

of the victim was discov-ered in a shallow grave afewmetres from the road.The man, whose namethe Kleinvlei police donot want to divulge, was stabbed severaltimes in the stomach, which led to hisdeath. The only property police couldfind was the victim’s belt, a cell phoneand some of his bank cards. His vehiclewas recovered in Delft a few days later.The body of the pensioner was the

sixth discovered in the area since 2012.Captain Florina Muller, police spokes-

person, said six people were originallyarrested in connectionwith theMay 2015

murder case, but that only three could bepositively linked to the murder.Two suspects, a man and a woman,

were initially arrested and appeared incourt, Muller said, while another foursuspects – which included another wom-an – were apprehended soon afterwards.

The cases against thetwo women and one manwere withdrawn.The three remaining

suspects were all prose-cuted. Their trial startedon 29 February at theCape Town High Court,Muller explained.The three were charged

with murder and robberyand sentenced onWednes-day 23 March.“They each received 15

years imprisonment forrobbery and each washanded down a life sen-tence for the murder ofthe senior citizen,” Mull-

ive at Kleinvlei Police Station who ledthe investigation, said the loved ones ofthe deceased were found by means of hiscellular phone. The stolen vehicle, a FiatPalio, along with the victim’s clothes,were all handedover to them, police said.According to the detective the de-

AnUitsig resident created a communitygarden on a crime hotspot in an effortto deter crime in the community.

Gerald Majampa, with the help of resi-dents, took ownership of a piece of landwhere several shooting incidents have oc-curred and turned it into what they now call“The garden of faith”.“We wanted to do something positive, to

show the youth in our community that there

is much more to life than crime,” he says.Majampa created the garden in December

with donations from the community and al-most beautified this crime hotspot over-night.Using old gates, wooden panels, tyres and

other recyclable material, the crime hotspothas turned from an eyesore to a place wherepeople can socialise and work together.“It is not my garden, it is our garden. And

I want to encourage more people to supportus and to create this in their own gardensor in other communities,” he says.

Majamba further hopes to establish a big-ger vegetable garden, but is in need of a wa-ter point as he is currently using water sup-plied by a neighbour.“If we can get assistance with a water

point dedicated to the garden we can startgrowing vegetables and thosewhohave con-tributed to the garden will have a placewhere they can pick vegetables to feed theirfamilies,” he says.Derick Small of Kingdom Faith Life

and hopes more people will be encouragedto do the same.“We always hear and read about shoot-

Residents in theMfuleni police precinct arewarned to be more vigilant at their homes,following an increase in house robberies inthe area.On Monday police confirmed that an in-

crease in house robberies has been noted inthe area over the past week.The police precinct covers Mfuleni, Wes-

bank, Silversands and the Blackheath in-dustrial area.In a statement police spokesperson Cap-

tainNomathembaMuavha said an increasein house robberies has been noted since lastweek and that the same modus operandi isfollowed by those involved in the commit-ting of the crime.“There are individuals who pose as mu-

nicipal or Eskom employees wearing bibs

andwho request access to people’s electrici-ty or metre boxes, claiming that they arefaulty or that they are doing an assessment.“Once they are inside yourhouse orwhen

you open your burglar gate, someone elseenters the house with a firearm and pointsit at the victim,” Muavha said.The criminals then continue to take ev-

erything they can lay their hands on.“Ensure that your burglar gates are al-

ways locked during the day and night.“Do not open the door for strangers or

welcome people in while sitting and watch-ing television, or even busy in the kitchen.Make sure that you will be able to give a de-scription of the stranger, such as facial fea-tures or the clothes they wore, in case youbecome a victim,” Muavha said.

Robbers pose as Eskom workers

A suspected armed robber who was plan-ning on robbing a fuel service station, wascaught in the act and disarmed by the policerecently.Police spokesperson Captain Nomathem-

ba Muavha said the 23-year-old man wasplanning on robbing the Engen garage inHindle Road, near Wesbank, on Saturday2 April when he was stopped and arrested.“He was disarmed when he tried to steal

money that was being loaded into the ATMat the garage. He had a firearm and is there-fore being chargedwith attempted businessrobbery,” Muavha said.Police also arrested two other suspects on

the same day for a double murder commit-ted in Wesbank.The suspects are aged 21 and 23 years.“They were arrested in connection with

a doublemurder and one attemptedmurderthat took place on 25 March in FillmoreCrescent in Wesbank. They are chargedwith murder,” Muavha said.Mfuleni police also arrested four other

suspects later that day for the possession of

an illegal firearm.The four live in Old Crossroads.“They were arrested on Old Faure Road

at approximately 17:00when theywere spot-tedbypatrollingpolice throwing somethingout of the window.“They were pulled over and the police

found aNorinco pistol with five live roundsof ammunition in it,” Muavha said.All of the suspects, one of whom is awom-

an, are now charged with the possession ofan unlicensed firearm and ammunition.A Wesbank resident was arrested on Fri-

day on a similar charge.Muavha said a total of 54 other suspects

havebeenarrestedover theweekend incon-nection with different charges during a se-ries of police operations.“Police request the community to come

forward with information that could assistus in apprehending suspects that have unli-censed firearms in their possession. Therewill be amonetary reward should the policefind the firearm and successfully arrest thesuspect,” Muavha said.

opened on Wednesday 16 March fol-lowing her disappearance.Zarah went missing from her work-

place at the Oostenberg Lodge and aninquiry docket was subsequentlyopened for investigation by DetectiveSergeant Denise Marlow-Perel. Herbadly decomposed body was discov-ered along the Bien Donne Road inGroot Drakenstein a week later onThursday 24 March.Five days later, on Tuesday 29

March, the bodywas positively identi-fied as that of Zarah.Amemorial servicewas held for her

at the Ebenezer Church in SamuelStreet, St Dumas, on Friday morning.Here a packed church of about 350 peo-ple paid their final respects.

Memory will live onOne of those who said her last good-

byes was the matriculant and daugh-ter of Zarah, Kate-Lin Hector.In a letter to her younger brother,

Noah, Kate-Lin reminded everyonethat the memory of her mother willlive on.“Today reminds us that mortality

surrounds us, but wewill carry on thememories of our kin,” she said.ThroughoutKate-Lin paused, strug-

gling to hold back her tears.“Mommy is with you when you

think no one is looking or no onecares,” she consoled her baby brother.Dawn Roode, a community worker

and close family friend, also paid trib-ute to Zarah.“This whole week has been a sad oc-

casion,” she said,

Zest for lifeIn her tribute Roode described Zar-

ah as someone who always had a zestfor life, someone who was an angeland always had respect.“She respected everyone and loved

being there for others.“Zarah had a heart of gold.“She trusted everyone and helped

everyone,” Roode said.She described her as someone who

loved not just her community, but herchildren, parents and entire family.“It’s sad, but even in her death she

brought us all together.”Roode went on to encourage resi-

dents to always look out for one anoth-

er – to take back what the enemy stolefrom them.“Let’s look out for our young people.

God is greater than the devil.“Zarah left us, but her legacy lives

Angry Mfuleni residents attacked anddamaged the residence of their localward councillor, Themba Honono, re-

cently, along with several other council-owned property, police said on Friday.

The attack occurred on Thursday31 March at approximately 18:35, said policespokesperson Captain Nomathemba Muav-

ha.It is still unclear as to what gave cause to

the protest which saw a great part of Hon-ono’s house and vehicle, a blackAudi sedan,being damaged.Officers from both the police and the City

of Cape Town’s Law Enforcement Unit re-sponded to the unrest in ward 108.Muavha said the police were first alerted

of a group of people that were at the council-lor’s house in Baba Street destroying it on

Thursday.At the same time another group was loot-

ing a shop in Zola Street.“At approximately 19:30 another group of

people were reported vandalising and burn-ing the community hall in Parliament Streetin the Bardale informal settlement,” Muav-ha said.

She said a total of six people between theages of 17 and 29 years were arrested in con-nection with the unrest in the area.

“Four peoplewere chargedwith arson andpublic violence and the other two with pub-lic violence,” Muavha said.

Maycomember for safety and security, JPSmith, on Friday confirmed that councillorHonono’s home was vandalised – includingdamage to his car parked in the garage andlooting of the contents of his home.“Fortunately no one was home during the

time of the incident and no injuries were re-ported,” Smith said.

The police cordoned off the area following the attack by some disgruntled residents of theMfuleni community.

It’s been nearly four weeks since thepolice shooting in which two McDo-nald’s staff members lost their lives,

though no arrests have been made.The shooting in which Noxolo Skota

and Xolisa Tshabe died, occurred in theearly hours of Monday 14 March onHindle Road, Blue Downs.Skota and Tshabe were being trans-

ported home after their night shift atMcDonald’s inKuilsRiverwhenofficersfrom different police units opened fireon the Toyota Quantum minibus theywere travelling in.Skota (29) and Tshabe (24) were shot

and killed.

20 ShotsMore than 20 shots were allegedly

fired at the minibus by officers from thepolice’s K9, Flying Squad, National In-tervention and Provincial ObservationTeam units.Following the incident, police con-

firmed they were pursuing a group ofarmed robbers on the specific morning.They reportedly mistook the minibus

taxi inwhich theMcDonald’s employeeswere travelling in, for that of the vehicletransporting dangerous suspects.Pathologists confirmed that both Sko-

ta andTshabedied as a result ofmultiplegunshot wounds.Several memorial services were held

for the two following the fatal incident.Last week TygerBurger contacted the

IndependentPolice InvestigativeDirect-orate (Ipid), the watchdog body incharge of the investigation, requestingan update on the situation.

Disciplinary actionAsked whether any disciplinary steps

had been taken against those police offi-cials involved in the shooting, RobbieRaburabu, Ipid spokesperson, saiddisci-pline is a line function which must bedealt with by the employer.

In this case that refers to the policeservice itself.“Ipid has not yetmade any recommen-

dations to this effect because we are stillwaiting for the last evidence in the formof technical reports to provide more in-formation on the case.“Once that has been obtained we will

then recommend on the basis of theavailable evidence.“The police, however, do not have to

wait for us before they proceed with dis-ciplinary action,” Raburabu said.He said the only thing outstanding in

the cases involving theMcDonald’s staffas well as that of the Nando’s employee,Phumeza Fudumele, are technical re-ports.Fudumele was also fatally wounded

by the police inDunoon inFebruary ear-lier this year.“Except that in the McDonald’s case –

because the witnesses’ statements havebeen obtained by an attorney – our in-vestigators want clarity on certain as-pects,” Raburabu said.

Another incidentIpid is also investigating thematter in

which police allegedly shot at anotherminibus taxi on Tuesday last week onthe N1 near Goodwood.Thepolice allegedlymistook this vehi-

cle – transporting people from Paarl toMontagu Gardens – for a vehicle trans-porting a group of armed robbery sus-pects.Raburabu said Ipid was investigating

the circumstances surrounding theshooting and alleged pointing of a fire-arm.“The allegations from the police are

that they were pursuing a minibus withtinted windows when they spotted thisone and tried to stop it, but (the driver)did not stop until they fired some warn-ing shots,” Raburabu said.He said Ipid has been informed that no

one has been injured.“No further information has been pro-

vided tous at this stage,”Raburabu said.

1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin ’n algemenewaardasie geïmplementeer word of binne driemaande na implementering van’n aanvullende waardasie omdie korting aansoek doen, andersins kan korting nietoegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14%-BTW belas.

2.1 WATER

Drie stelle watertariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan diewaterverminderingsvlak wat opgelê word. Die normale tariefstel het betrekking op ’nvlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige beperkingsen watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaaghet, en die vlak 1-beperkingsmaatreëls as permanente goeie watervraagpraktyk bydie uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke vanvermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegs gekoppelaan die beperkingsvlak wat die Departement vanWaterwese die Stad oplê nie,maarook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighede hetdie Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die20%-verminderingstarief ingestel. Die 20%-verminderingstarief sal ook op die boekjaar2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

2.1.11 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.12 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede.

Voorgestelde wysigings in hooftrekke

• Voortgesette inlynstelling van prys vir fonteinwatergebruik op gholfbane waar diegebruiker nie infrastruktuur voorsien het nie.

• Bykomende stygings in permit- en verfilmingsfooie van die tak massawater, watmet meer gepaste prysvlakke in lyn gebring is.

• Bekendstelling van ’n kansellasiefooi vir verfilmingsbesprekings.2.2. SANITASIE

Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Die normale tariefstel hetbetrekking op ’n vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorigebeperkings en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlakverlaag het, en die vlak 1-beperkingsmaatreëls as permanente goeie watervraagpraktykby die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. 2.2.2 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel-en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van4.2 kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaardingvan ’n beëdigde verklaring oor die getal eenhede wat vanaf daardiemeteraansluiting voorsien word. Voorgestelde wysigings in hooftrekke

• Hulptariefkliënte op voorafbetaalde krag met munisipale eiendomswaardasiesvan R1 miljoen of meer sal met ingang van 1 Oktober 2016 na die huishoudeliketarief oorgeplaas word.

• Bekendstelling van nuwe tuisgebruikertarief. Geen bestaande kliënte sal inhierdie stadium outomaties na hierdie tarief oorgeplaas word nie.

• Geen veranderinge aan die toekenning van gratis basiese elektrisiteit nie, buitenkliënte wat dit sal verbeur indien hulle van die hulptarief na die huishoudeliketarief oorskuif.

• Klein kragverbruiker 1 met buitespitstarief is beperk tot kliënte wat reeds vanaf1 Julie 2012 op hierdie tarief is, en styg met ’n bogemiddelde bedrag as dievoorlaaste fase in die uitfasering van hierdie tarief.

• Slegs geringe strukturele aanpassings aan nieresidensiële tariewe in pas metdie uitkomste van die voorsieningskostestudie, of om pariteit met Eskom seMegaflex-tariewe te verseker.

• Bekendstelling van twee nuwe tydspesifieke tariewe vir groot verbruikers (lae enmediumspanning). Alle nuwe grootverbruiker-kliënte sal op hierdie tariewe geplaasword, en bestaande kliënte sal in hierdie stadium kan kies om oor te skuif.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

2.4. VASTE AFVAL

Verbruikstariefverhogings van 7.92% vir verwydering en 12.08% vir wegdoening isvoorgestel.

Tariefbeleid (bylae 7 by die konsepbegroting 2016/17)

• 7.1.1.1.3 – Uitgebreide (drie keer per week) 240 ℓ-houerdiens (sluitenkelresidensiële eiendomme uit).

• 7.1.7.7 – Organisasies wat by HOMAC (die Stad se hawelose-agentskapkomitee) geakkrediteer is, sal ’n rekening ontvang. Die rekeningsal aan die geakkrediteerde organisasie gekoppel word, onderworpe aan ’ndiensleweringsooreenkoms met die Stad.

• 8.2 – Diensgeldkortings vir organisasies wat by HOMAC geakkrediteer is, worddeur die residensiële tarief gesubsidieer.

Korting vir organisasies wat by HOMAC geakkrediteer is: ’n Korting van 50% op dieheffing vir vullisverwydering een maal per week sal geld vir die eerste 15 (vyftien)240 ℓ-vullishouers met swart deksels. Enige bykomende houers sal teen die volle tariefgehef word.

Terugbetaling van wegdoeningskoepons sal ingevolge hoofstuk 6 van die beleid oorkredietbeheer en skuldinvordering hanteer word.

3. DIVERSE TARIEWE, FOOIE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe, fooie en heffings lê ter insae by

bogenoemde munisipale kantore (sien bylae 6 by konsepbegroting).3.2 Alle diverse tariewe sluit BTW in bereken teen 14% ingevolge die Wet op

Belasting op ToegevoegdeWaarde,Wet 89 van 1991.3.3 Boetes, terugbetaalbare deposito’s, behuising en geïntegreerde snelvervoer is

vrygestel van BTW.

4. TOEWYSING VAN HULPTOELAES4.1 Raadpleeg bylae 18 by die konsepbegroting 2016/17 vir ’n lys organisasies/

liggame wat as toelaagbegunstigdes aanbeveel is.

The City of Cape Town’s annual Gamesfor Older Persons was held last week atthe Green Point track. Here senior men

and women were afforded the opportunity todisplay their athletic skills in front of hun-dreds of spectators. Some of the sportingcodes that formed part of the challenge in-cluded duck walks, Jukskei and sprints. Atleast 1000 seniors citizens from across thecity took part. The aim of the games is to pro-mote healthy living and active ageing.

The University of the WesternCape and Implats developedSouth Africa’s first hydrogen fuelcell forklift and refuelling stationand unveiled the prototype inSprings last week.

The three-year project, whichcommenced in 2012, was a collabo-rative effort between Implatsthrough their Impala RefiningServices, Hydrogen South Africa(HySA) Systems, UWC and the de-partment of science and technolo-gy.

The prototype hydrogen fuelcell forklift and refuelling stationwas unveiled at its Impala Refin-ing Services in Springs.

Over the last three years, Im-plats funded HySA Systems a to-tal of R6 million towards the de-velopment of a fuel cell poweredprototype forklift and refuellingstation which has been in opera-tion since October 2015 within thedispatch area at the Base MetalsRefinery in Springs.

This investment is a result ofover a decade of continuous dis-cussions and negotiations be-tween Implats and UWC’s SouthAfrican Institute for AdvancedMaterials Chemistry (Saiamc),under the leadership of Saiamc’sdirector, Professor VladimirLinkov.

Linkov said with Impala Plati-num becoming a partner toSaiamc, UWC has achieved thelong-term goal of entering strate-gic research, development and in-

novation partnerships with an ab-solute national leader in one ofthe pillars of energy generationfor current and future needs ofthe South African economy.

“This partnership is unique inthe national system of innova-tion, unparallelled by any otheruniversity laboratory or institutein South Africa,” he said.

Implats plans to use hydrogenfuel cell technology as its mainsource of energy for material han-dling and underground miningequipment.

The initiative involves build-ing local skills in the developmentof hydrogen and fuel cell products

and co-funding the developmentof the prototype forklift and refu-elling station. Implats CEO Ter-ence Goodlace said developing aviable fuel cell industry in SouthAfrica has several advantages forthe country such as economic de-velopment, sustainable job crea-tion and social good. “As theworld’s largest platinum supply-ing region there is a guaranteedsupply of the metal as well as thepotential to increase in globalplatinum demand,” he explained,adding that the development andimplementation of this technolo-gy provides an important oppor-tunity for South Africa to play a

role in reducing global green-house emissions, thus diminish-ing urban pollutants and contrib-uting to reduced health care costsand an improved quality of life.

Over the long term, Implatsplans to fast-track local manufac-turing of fuel cells and the associ-ated components within a pro-posed tributary Special EconomicZone in the Springs region.

The company’s longer-termstrategic investments include ex-ploring a carbon neutral fuelsource for its operations, and par-ticipating in collaborative effortsthrough the Impala Roadmap todevelop fuel cell technology to

drive knowledge-based skills de-velopment and job creation, andto increase foreign direct invest-ment in South Africa.

Meanwhile Dr Cordellia Sita,director of HySA Systems, saidthat fuel cell powered forklifts aregaining significant tractionworldwide and are now enteringmainstream commercialisation.

However, the limited availabili-ty of refueling infrastructure,coupled with the challenge offinding the most appropriate on-board hydrogen storage technolo-gy remains a big challenge.

“Through this demonstrationproject, HySA Systems has ad-dressed both challenges throughthe use of a novel metal hydridematerial for both hydrogen com-pression and storage,” Sita said.

The Minister of Science andTechnology, Naledi Pandor, notedthat South Africa had started tomake a number of bold moves thatcould see the country leapfrog in-to being a leading hydrogen fuelcell technology industrial hub.

“That’s what we are here to see,a bold move. A forklift may ap-pear to be a small move, but greatindustries have developed fromsmall moves,” she said.

Professor Frans Swanepoel,deputy vice-chancellor for Re-search and Innovation at UWC,said if fuel cell forklift develop-ment is to take-off, it has to hap-pen in South Africa and “UWC ishappy to play a part in that”.

With 15 000 participants last year, the orga-nisers of the Cape Town Cannabis Walkhope to grow the event to 45 000 this year.Organiser Jo Hout says the walk, now in

its 14th year, has been growing exponen-tially. Starting with only a handful of peo-ple in 2002 as “the only thing society coulddo to show support for cannabis legalisa-tion”, the walk saw 5000 participants in2014, Hout says. Hout says the increase inparticipation is due to a growing aware-ness among the public of the medicinal useof cannabis. “More studies and researchare being carried out on themedicinal ben-efits of cannabis and the USA has changedtheir classification of the drug. People areslowly being given the right kind of infor-mation.” Hout believes legalising the drugwould open up a range of natural treat-ments for illnesses such as epilepsy, can-cer, HIV and neurodegenerative diseases,as well as the treatment of pain and inflam-mation.“It’s a medicine that people can grow

themselves,” he says. “There are few sideeffects. If someone takes too much oxyto-cin, they’ll die. A student from Bloubergstrand who studiesat UWC in Bellville found an unlikely sur-prise under his car’s hood when he stoppedat a garage to fill up.Spiro Kostiris’s mother, Gina, told Tyger-

Burger the tale of the little cat thatwas foundnestled among her son’s car parts at a fillingstation in Bellville when Spiro stopped tohave the car’s oil and water checked.“We don’t know if she climbed in at Blou-

berg whenmy son went to varsity. He askedthe garage attendant to check the oil andwa-ter, and there she was, tucked into the en-gine,” Gina said.“She was terrified – they had to fish her

out from deep within the engine, but by thetime she got home, shewas calm and as soonas she was fed she was sweet and adorable.“Who knows how long she was in there

for? We don’t know if she maybe climbed inat varsity, but she was just bathed andwashed and smelled beautiful. We thoughtshe might belong to one of the lecturers.“She immediately came and cuddled in

and she’s well-trained, because she did herbusiness in the kitty litter. Obviously some-body loves her,” Gina added.Gina posted pictures of the cat on Face-

book in the hope of finding her owners.The beautiful feline specimen that looks

For the first time ever, the Cityof Cape Town’s budget haspassed the R40 billion thresh-

old.A draft budget of R40,7 billion for

the 2016/17 financial year was ta-bled this week.“Members of the public are en-

couraged to scrutinise the docu-ment and to submit comments byno later than 22 April 2016 for theCity’s consideration,” executivedeputy mayor, Ian Neilson, said ina media statement on Monday.“We have had to look very close-

ly at balancing the City’s opera-tional needs with the reality on theground and the broader context inwhich we are working. We havelooked at where we can trim thefat,workmore efficiently, getmore

value for money and also alleviatethe pressure on our residentswhere at all possible. This is evi-dent in our draft budget,” he says.“It is incredibly important that

our residents and ratepayers scru-tinise the draft budget and send ustheir comments so that they can bepart of our efforts to make this cityeven greater. We can improve ourproposals if residents provide uswith additional insights.”This year, due to the latest Gen-

eral Valuation for 2015, the pro-posed cent-in-the-rand (on whichthe proposed rates increases arecalculated) has also been tabled.“Having due consideration for

the pressure that the city’s resi-dents and ratepayers are under,the City has managed to keep its

average increases markedly lowerthan in the previous financial yearin most instances, although some-what above consumer price infla-tion as a result of, for instance, theEskom tariff increase and the costof repairs and maintenance, espe-cially in the water and sanitationinfrastructure.“We have demanded greater aus-

terity to ensure that our averagetariff increases are lower. That iswhy, for instance, we have man-aged to propose a lower increase inthe electricity tariff despite the Es-kom increase. Although approxi-mately 70% of the electricity costgoes towards Eskom, the rest of thecost is carried by the City, for ex-ample in the operation andmainte-nance of the distribution network.

It therefore does not have to in-crease with the Eskom tariff in-crease. This is one way that we aretrying to keep the increases low-er,” he says.The proposed average rates and

tariffs are as follows: Rates: an av-erage of 6% – down from 10% lastyear; refuse: 7.92% – down from8.33% last year; sanitation: 9.75% –down from 11% last year; water:9.75% – down from 11% last year;electricity: an average of 7.78%,but only 6.6% for domestic supply– down from 10.82% last year; dis-posal: 12.08%.In addition, the total cost of the

proposed social package for the2016/17 financial year amounts toapproximately R2.5 billion. Thiscomprises R1.1 billion for indigent

relief and R1.4 billion for rates re-bates.There are also proposed im-

proved rates rebateswhich includethat any household with a grossmonthly income of R4 000 or lesswill get a 100% rates rebate (in-creased from R3 500 per monththreshold).The maximum monthly house-

hold income is increased from thecurrentR5 000 toR6 000 for the indi-gent rate rebate for persons young-er than 60 years. The Cape Winelands team placed third at the recent Billabong SA Grommet Games in Port Elizabeth.

An ecstatic Cape Winelands team re-cently produced their best perform-ance in the history of the 24-year Billa-

bong SA Grommet Games to take a deservedthird place overall.

With their energy, enthusiasm and sup-port for each other throughout the event theteam also won them the coveted team spiritaward.

Cape Town Surfriders made it five in a rowas they won the Mandela Bay Trophy, whichwas completed in two-foot surf and offshoreconditions at the Pipe, Pollock Beach in PortElizabeth, with Nelson Mandela Bay placedin second place.

The Cape Winelands Surfriders Grommetteam’s huge improvement at this unique 24-year-old event is a credit to the commitmentshown by the management team and thepreparation of the team by head coach, Dan-ielle Johnson, and Mark Powis as team man-ager. Close to 100 girls and boys from sevendistricts took part in the annual event whichis Surfing South Africa’s premier entry levelinter-provincial tournament. Sponsorshipfrom Billabong, funding from Sport and Rec-reation South Africa, support from Lottoand friendly hosting by Nelson Mandela BaySurfriders ensured that the 24th edition ofthe SA Grommet Games was a huge success.

In the individual surfing categories, thefollowing Cape Wineland surfers excelled intheir age groups: Anastasia Venter (Melkbosstrand), was placed second in the u.9 girlsage group, with Saffiya Moodliar placedfourth in the u.11 girls age group.

Che du Plessis and Sune Chadwick camethird and fourth in the u.13 girls age group,with Nicholas Lombard being placed secondin the u.13 boys age group.

Danella Finlayson came third in the u.15

girls age group with Rentia Tromp in fourthplace and Ashwin Petersen placed second inthe u.15 boys age group. The following CapeWineland surfers were also included in the2016 Grommet Games Academy Squad: Ash-win Petersen, Nicholas Lombard, Danella

Finlayson, Rentia Tromp, Ceara Knight,Che du Plessis and Sune Chadwick.

The SA Grommet Games is a nationaltournament with a primary focus on trans-formation and development within thesport. Strict criteria must be followed when

selecting teams for the four days of competi-tion. While the main focus of the event is onsurfing, participation in events such as aPaddle Battle, Beach Flags and a Tag Teamcontest are an integral part of the GrommetGames activities.

Perfect Cape Town weather, close racingand a fair share of controversy were allpart of the script at Killarney’s openinground of the 2016 South African NationalKarting Championship, but the weekendwill likely better be remembered for thefact that local drivers proved totally domi-nant.

According to a press release by WPMCKart Club, Western Province MotorsportClub karters Julian van der Watt, DinoStermin, Sebastian Boyd, Joseph Oelz andCharl Visser each won one of the five na-tional categories that made up the meeting.

Local racers also won thirteen of Satur-day’s fifteen races and with most classes of-fering their champions a seat in the RotaxMax World Finals in Italy in October, Capekarting once again started the season on ahigh note.

Killarney is well-known as a hard nut tocrack for visiting karters and Saturdayproved no exception with three of the win-

ners unbeaten over the weekend, but thisyear saw a local lad coming out on top ofthe fastest Rotax DD2 shifter class too forthe first time when Formula Ford fron-trunner Julian van der Watt (Kosmic)came from behind each time to beat SADD2 champion and Jozi Polo Cup racerBradley Liebenberg (Birel) and Mastersclass winner, Port Elizabeth’s multiple SAProduction Car champion and GTC racer,Michael Stephen.

Another Cape driver and VW Polo Cupracer Umpie Swart (Birel) was fourth inDD2 from Durbanite Benjamin Habig (Ton-yKart), former WP champ Jonathan Thom-as (Partners CRG), Bloem driver Justin Al-lison (Tony Kart) and Tristan de Nobrega,Robert Whiting and Michael Buchholzrounding off the top ten.

The open age group 125cc Rotax MaxChallenge is one class where Cape drivershave regularly dominated over the yearsand this year was no exception. Reigning

SA Junior Max champion Dino Stermin(Kosmic) overcame a difficult first heat totake two hard-fought wins to take overallhonours for the day.

Although it was no walk in the park, Se-bastian Boyd (Kosmic) made no mistakesen route to three fine race wins and a domi-nant maiden national high school 125ccJunior Max victory over local rival DanielDuminy who drove a characteristicallysteady weekend to bring his Kosmic home.In second place was Johannesburg driverBlaine Rademeyer (Birel), Worcester ladJP Hamman (Kosmic), Mozambican KarlPitzer (FA), Durbanite Dominic Lincoln(Tony) and local lad Andrew Rackstraw(Tony).

Cameron O’Connor, Storm Lanfear andJason Coetzee rounded off the Junior Maxtop ten, but Coetzee, who was second toBoyd in the first and third heats, was partyto a controversial second heat last lap thatsaw him excluded from that heat and Dario

There may have been just one Cape driv-er on the other primary school 60cc MiniRok grid, but that did not prevent wildcardCharl Visser (Zanardi) from winning it.Visser was first home in all three races, butwas docked five places for a startline in-fringement to hand Kwanda Makoena (FA)a rare out of town victory in the finale.

Visser’s Mini Rok win was however allthe more impressive considering that hebounced straight back to win the secondMini Rok race immediately after being sig-nificantly shaken up when thrown fromhis kart in a hefty second race Maxteinocrash. Now all that remains to be seen isif Cape Town’s karters can continue todominate the national races away fromhome. The second round of the SA nationalkarting championship follows in Port Eliz-abeth on Workers Day 1 May.

youth teams proceeded to win gold in theirdivisions over the last week.Western Province have nowmade it back-

to-back clean sweeps of the South AfricanBaseball Union’s (SABU) senior and youthNBCs after alsowinning gold in all divisionsin Boksburg last year.The seniorWPA side conquered all before

them as they registered no fewer than fiveshut outs whilst drawing one game to Gaut-eng u.23, which was rained out. WP A beatWP u.23 10-0 in the semi-finals and facedGauteng A in the final after Gauteng A beatWP B 9-2 in their semi-final.The final was played in horrendously

windy and rainy weather, which did not al-low for good baseball. The weather favouredGautengA as it stifled theWPApowerhousebatting line-up. Both teams were taken offthe field twice due to persistent rain. On thesecond occasion, at the top of the ninth in-nings, umpires called the game off with WPA leading 7-0.
