The opening on Thursday 2 July is in line with the City of Cape Town’s commitment to building a caring city by providing resi- dents with quality healthcare and facilities. Before this major revamp facility was pro- viding health care services to the communi- ty for more than 25 years and has benefited from a refurbishment project that started in March 2013. “This investment of more than R8,2 million was spent on the addition of a paediatric wing, an upgraded TB-section, and the complete renovation and upgrade of the reception area and adult curative servi- ces section,” said Cape Town mayor, Patri- cia de Lille. “In addition, we constructed a staff room and new ablution facilities for cli- ents, replaced the old asbestos roof as well as the seating in the waiting areas, and re- painted and retiled the entire clinic. “This is indeed a proud moment and I hope that the community of Belhar and sur- rounds will take ownership of this facility and help protect it from vandals and thieves. “Arriving at this moment was not an easy feat. There were a number of construction delays as a result of interference with the contractor, among other things. But I am grateful that we have crossed the finish line and can now focus on service delivery to our clients, who are our number one priority.” The facility was formerly serviced by City Health and the Western Cape Government’s Metro District Health Services, but a joint decision in 2010 resulted in the services be- ing consolidated, leaving City Health to as- sume sole responsibility for the rendering of a comprehensive package of health services to the community. Metro District Health Services has also taken over the running of the Bishop Lavis Community Day Centre, which means City staff at that facility can be transferred to St Vincent, increasing the staff complement. “St Vincent CHC sees, on average, 585 cli- ents every day accessing a range of services relating to maternal and child health, HIV/ STIs and TB, adult curative services, mental health and nutrition,” said the City’s Mayor- al Committee Member for Health, Siyabu- lela Mamkeli. “This is a momentous occasion, but I am under no illusion that we still have a moun- tain to climb in terms of providing top-class resources and facilities at each and every City Health facility across the city, and building even more clinics. Unfortunately, we do not have unlimited funding, so it is a case of one step at a time. St Vincent, how- ever, is proof of what we can achieve and how we are making progress possible together.” Difference Thru Sport (DTS), a community driven project in Parow Valley, provided holiday entertain- ment for children from all over, helping them deal with identity and self esteem issues, through sports. Police in Belhar gave crime abloody nose when they trustedtheir instincts, leading to the ar-rest of two suspects.

Officers were on patrol lastThursday at about 17:45 whenthey noticed the occupants in ablack Nissan Qashqai actingsuspiciously when they attemp-ted to overtake the vehicle.

A sudden movement by a pas-senger confirmed their suspici-

on and they instructed thedriver to pullthe vehicle off theroad.

The police officers searchedthe vehicle and the occupants.

Inside the vehicle, in the areabetween the seats officers re-trieved a Z88 9mm pistol.

The two suspects aged 27 and27 from Khayalitsha face char-ges for the illegal possession ofa firearm and ammunition.

A policeman with his roots in Elsies Riveris now in charge in one of the most volatileareas on the Cape Flats.

Colonel Hendrie Hugo, Manenberg policestation’s new station commander has suc-ceeded Brigadier André van Dyk who spenteight years in the service of the Manenbergcommunity.

Born and bred in Elsies River the 49-year-

old officer is the former provincial com-mander of Police Emergency Services whowas excited about the challenge he faces inhis new position.

He has more than 30 years experience inSAPS.

He says he wants to focus on cleaning upthe streets of drugs and gansterism thatthreatens the community.

Elsies River native wants to clean up M’ Berg

The City of Cape Town issued a warning re-cently, following reports of a housing scam.

The warning was issued a week ago by hu-man settlements mayoral committee mem-ber, Benedicta van Minnen.

In the statement the City urges residentsnot to fall victim of the scam which havebeen reported in parts across the city.

Anyone who has been affected they say,should report to the matter to the police forinvestigation. “I call on the residents not tobe misled by con artists who are runninghousing scams and to report the matter tothe authorities as soon as they become awa-re of it,” van Minnen said.

The City was made aware recently of se-veral housing scams that have affected resi-dents in Cape Town. It has been confirmedthat some of the residents have fallen victimto the scams and have indeed ‘bought’ landor housing units which were promised tothem through these illegal sales, van Min-nen explained.

Some residents have made claims in themedia that they were sold housing units by

people who claim to be from the City’s hu-man settlements directorate.

“After money is paid for these promisedhousing units or piece of land, the culpritsdisappear, taking with them the money,”van Minnen added.

She said it has been reported to the Citythat in some cases, after residents have paidmoney for an erf, the scammers would sendan SMS, ‘allocating’ and ‘erf number’ to theduped person.

“It saddens me to hear about such cases.Residents must note that, should a personqualify in terms of the national criteria fora subsidy, they must not pay any money toanyone to be placed on the housing databa-se, or to receive a house,” van Minnen ex-plained.

The City’s housing allocation policy ma-kes provision for qualifying applicants wholive in any given area to be considered forhousing opportunities in housing projectsacross the city, she added. “Beneficiaries ofnew housing projects are drawn, on a pro-ject specific percentage basis, from qualify-

ing applicants who are registered on thehousing database from the area where thedevelopment is being undertaken, but alsofrom qualifying applicants residing outsideof the boundaries of a given development.

“This is to ensure that the allocation ofthe housing opportunities is fair, and equi-table for all applicants on the database, ir-respective of the area in which they reside,”van Minnen said. Applicants are urged tocontact the local housing office to updatetheir details on the database so that they canbe contacted when a housing opportunityarises.

“I also ask those who are not registeredto find out whether they qualify for a subsi-dised house and if so, to apply to register onthe database,” van Minnen said.

Beware of housing scams in city

Kuils River cluster commander, Briga-dier Vincent Beaton is proud of his of-ficers who have gone the extra mile to

bring offenders to book.He commended the SA Police Service

members, Metro Police, Law Enforcementofficers, Traffic Police, neighbourhoodwatch structures and reservists for theirdedication and commitment in ensuring theperpetrators of crime are brought to justice.

He further encouraged the community tokeep on assisting the police in ridding theirneighbourhoods of criminal elements.

“Through disruptive operations that havebeen executed during last week 198 arrestswere executed relating to drugs, 654 800 mil-liliters of alcohol and Mandrax tablets withan estimated street value of R8000 were con-fiscated,” he said.

“We also took in tik with an estimatedstreet value of R36 150 and dagga to the esti-mated street value of R2 250.”

Wanted suspects behind barsAs a result of tracing operations held this

week 19 wanted suspects have been arrested.A total of 614 suspects were arrested for

charges relating to murder, attempted mur-

der, assault common, assault with the intentto cause grievous bodily harm, drunk anddriving, possession of dangerous weapon,malicious damage to property, house break-ing and theft, possession of unlicensed fire-arm, dealing in liquor without a licence, in-timidation, theft out of motor vehicle, use ofvehicle without owner’s consent, domesticviolence, fraud, possession of stolen motorvehicle, possession of hijacked vehicle andrape with 43 suspects were kept overnightand were released on fines as they commit-ted crimes like being drunk in public, gam-bling in public or riotous behaviour.

Successes elsewhereWith regards to specific incidents there

were also some successes.. On Monday 29 June Belhar police were

patrolling in Hanover Street when theystopped a vehicle to search it.

Their search uncovered a police firearmwith the serial number filed off with onemagazine and 15 rounds of ammunition.

Two men aged 26 and 27 were arrested forpossession of a prohibited firearm and ille-gal ammunition.

. In an incident that happened on

Wednesday 1 July at approximately 05:45 acomplainant was busy getting water fromoutside her house in Thubelitsha in Delft.

The same day Delft police followed up in-formation and arrested three mens for pos-session of presumed stolen property withmost of the stolen property from the housein Thubelitsha recovered.

. On Saturday 4 July at approximately06:30 Delft police were busy patrollingwhen they stopped a Ford Laser in Madika-ne Street.

When the members checked the vehicle,they learned it was reported stolen at DiepRiver SAPS on Friday 3 July.

Three men between the ages of 20 and 48were arrested for possession of a stolen mo-tor vehicle.

On the same day Delft police were busypatrolling in Eindhoven Street when theysaw two men busy stripping a Nissan Sen-tra.

When the police investigated they foundthat the vehicle was reported stolen in Kle-invlei. It was stolen on 25 June this year whileit was parked at in one of the shopping centresin Eerste River.

On Friday 26 June two suspected armed rob-bers, wanted for several cases, were arrestedby the Goodwood Police.At 13:15, detectives from Goodwood and

members of the Crime Prevention Unit follo-wed up information on the suspects who we-re involved in anarmed robbery thepreviousday (Thursday). They threatened a complai-

nantwith a firearmand took two cell phones.One suspect was arrested and the other twofled on foot. across the Western Cape.In Bishop Lavis and surrounding areas

tious name, but acting as if he/she is offi-cially employed by Sassa,” she said.“The name of the person who is called is

asked or at times this is known to the caller.They then ask the person to confirm his/her name and also to give the last four digitsof their Sassa card number.“The person is promised a food parcel if

they supply the information.“This clearly never happens and the vic-

tim later finds that withdrawals are beingor has been made from the account.

“Peoplemust be aware of this scam if theyare called or if they are visited by personspromising these hampers.”ABonteheuwel residentwhodidnotwant

to be named also pointed out that there wasalso a trend for these scamsters to visit peo-ple in various areas as well.“My mother-in-law was approached by a

wife and when she called for us to bring itto her, the guy left saying that he wouldcome back later.“Shortly afterwards we found out that he

How can SASSA assist social grant beneficiaries with illegal deductions?

The South African Social Security Agency (SASSA), would like to provide communities with the

following information regarding social grant deductions:

The SASSA branded payment card, was introduced to allow social grant beneficiaries the convenience of

accessing their social grant anywhere and at any time. The SASSA payment card is a debit card and

allows for cash to be withdrawn from ATM's, purchases to be made from suppliers and legal deductions to

be made. The introduction of the SASSA payment card into the banking system unfortunately also

provided an opportunity for social grant beneficiaries to be exploited through unauthorized deductions.

Before the social grant is paid into the bank account of a beneficiary only deduction is allowed to be

made for a funeral policy, which may not exceed 10% of the total value of the social grant. This premium is

deducted by SASSA before the social grant is paid to the beneficiary and then paid over to the relevant

insurance company.

Once the social grant is paid into the bank account that is linked to the SASSA debit card, legal deductions

instituted by financial entities will take effect for purchases that were made ie: airtime, electricity, micro-

loans, credit instalments, policy premiums etc. Any disputes should be resolved directly between the social

grant beneficiary and the entity that instituted the deduction.

Social grant beneficiaries are requested to report any illegal deductions to the nearest SASSA

office/service point where they will be assisted to complete a claim form so that the matters can be

investigated. Alternatively beneficiaries can contact the SASSA call centre @ where

SASSA staff will record the relevant details and refer the matter for investigation. Where beneficiaries have

not authorized deductions or for their SASSA cards/account details to be used by others, the deducted

amounts will be paid back to them. This is usually done within a period of 3 working days. Should any

social grant beneficiary not receive the required assistance from a SASSA office or staff member this must

be reported to the office manager or the

• Do not to respond to SMS messages offering airtime, electricity and other services. By responding

to these messages, beneficiaries are actually taking on a "subscription" service and the amounts

will be deducted off the bank account through the EFT debit system every month.

• Do not use your SASSA payment card as security for loans and to purchase any financial services

products.

• Do not authorize deductions to be made against your card except for the one funeral policy

“Get our youth away from gangs!”That is the strong message

from the station commander ofBellville South, Lieutenant Colonel KarenVorsatz who has noted with concern the in-crease in involvement of youth in gang acti-vities.

“There are a variety of reasons why ouryouth are getting into these groups and wemust start combating this attraction,” shesays.

“For many of them there is the desire toobtain friendship and access to drugs, mo-ney and girlfriends.

“There are also those who are rebelliousagainst their family and in some cases whe-re family is already involved it is to upholdfamily tradition.

“For many in certain areas they join toprotect themselves from violence, but somealso join to take revenge against those theybelieve have wronged them.

“There are also instances where adultsdeliberately involve children in crime andgangs in order to protect themselves frombeing held accountable.

“Another factor is exposure to high levelsof crime, violence and gang pressure whichleads children to begin to think that this ty-pe of environment is normal.”

Vorsatz also explained that parents mustbe aware of signs that their children mightbe getting involved with gangs.

“Parents and care-givers must be awareof when their children start wearing gangstyle clothing,” she continued.

“They also start getting involved with anew group of friends and neglect long-timefriends and acquaintances.

“Many of them start using hand signs,gang style nicknames and a different styleof language or they have an interest ingangster rap,” she explained.

Behavioural changes are another tell-ta-le sign, according to her.

“There’s also significant changes in theirbehaviour and attitude, withdrawal, secre-cy and and disrespect for authority.

“They start a trend of truancy, curfew vi-olations, graffiti making or vandalism, orpossession of alcohol or drugs.”

She added that with these factors in mindit was important to educate children aboutgang problems during their pre-school ye-ars and to make sure they understand thatsome people are not good and that gangs arebad.

“Explain the dangers of gang involve-ment of being shot by rival gangs or police,of leaving their loved ones with pain andwithout income.

“They should know that gang memberswill go to prison at some stage of their gangcareer and they will have a lifelong crimi-nal record, no income and no pension.”

To limit the child’s risk of involvementparents should enrol their children in after-school programmes, sports, art and cultu-re, community organisations or religiousgroups.

“Meet your children’s friends and pa-rents.

“Don’t allow your child to wear, write orgesture any gang associated graffiti mark-ings signs or symbols.

“Teach your child about the negative con-sequences of gang involvement and crimi-nal behaviour. Let them know that gangmembers are likely to end up seriously in-jured or dead.

She concluded by pointing out that pa-rents should not make the mistake of delay-ing their suspicions.

“Talk to your child, express your loveand consistently treat him or her with thesame respect you would show any otherperson.

“Make use of community organisationsfor support and encouragement,” she ad-ded.

ers from 14 regions took part.Mitchell’s Plain native Shane Overmeyer

contested the men’s final against GautengCentral’s Terence Mathole.Overmeyer, a seven-timeSAchampionbe-

fore this year’s event, was a man on a two-fold mission. He had a score to settle withMathole, who had beaten him in 2014’s tour-nament and he wanted to prove that he wasindeed the best that Western Province (WP)had produced in recent years and claim thenational title for an incredible eighth time.Overmeyer, who plays for Bishop Lavis,

had beaten the 2014 champion, Keagan Lin-geveldt en route to the final, while Matholesecured his place in the showdown afterovercomingKurt Lingeveldt inwhatwas de-scribed as the two best matches of the tour-nament.WP featured in all but one of the finals

which preceded themen’s final (missing outon participating in the women’s final) andwith Overmeyer beingWP’s head coach, thepressure stakes increased significantly.A packed Belhar sports centre would bear

witness to one of the most epic table tennisfinals to date, providing an electric atmos-phere as Mathole received phenomenal sup-port from the crowd. This spurred him onto win the first set. This served as a catalystforOvermeyer,who dictated thematch fromthere in a display of immense patience andcontrol to win his eighth SA Open title.Overmeyer said he was nervous in the

morning and during the first set of the final,but that his best game is played when fight-ing to win, having wonmanymatches whencoming back from a deficit. He put his suc-cess down to experience on a day where ittriumphed over youth.WP’s juniors excelled. Lakeasha Johnson
