The 70-year-old retired nun stared at oneof the questions in the K53 LearnersDrivers Test.

She knows this...Next to her a young whippersnapper, who

hardly looks old enough to be in high school,put his pencil down and handed in the com-pleted test.“My, my,” said Cecilia Bailey to herself.

“These youngsters are quick.”Months later, after a whole lot of practice,

Cecilia was finally ready totake her driver’s licence test.Suffice to say at her age,

raised eyebrows met herwhenever someone heard thewoman from Table View wastrying to get her licence.In the end she put all the

doubters in their place whenshe passed it in Milnerton onSaturday last week.

ing exactly one week beforeWomen’s Day, its significance cannot be un-derestimated.Here is someonewho oncewalked solemn-

ly in the halls of a convent for 26 years – nowsitting behind the steering wheel of a Hy-undai and taking gaps in traffic when theyappear.“People are so reckless these days,” ex-

claims Cecilia.“They treat stop signs as yield signs!”A lot has changed in the behaviour of mo-

torists since the sixties, and Cecilia wouldknow, because she did indeed drive for twoyears before she went into the convent in1967.“Once in the convent we didn’t even go

out, so all my wonderful driving skills justwent cold.”In 1993 she left the convent and only got

the opportunity to get a licence again thisyear.She decided to take the learners and com-

plete the driver’s licence practical instead ofjust renewing the licence.“I thought itwould be like riding a bicycle,

but it was very difficult once I got behindthat steering wheel!”The word “difficult” takes on a double

meaning here, as she explains: “I am verytall, so I had to concertina myself just to fitin.”She gives a childlike chuckle.“The Austin A55 I drove had gears on the

steering wheel and back then there was nosuch thing as a four-way-stop.”Cecilia is evidently no slouch when it

comes to overcoming obstacles, but as withany great achievement, she couldn’t havedone it without the help of someone else.

“Layzelle de Lange of TheYard deserves a lot of credit.I would have never passedthe test were it not for her.She’s an absolute star!”

NemesisLayzelle charges prospec-

tive drivers just a fraction ofthe price they would pay atother driving schools andeven lends traffic cones toher customers to practice ontheir own.Cecilia found these cones

invaluable in her quest.She found that she is a natural in alley

docking, but it took plenty of practice to getthe hang of parallel parking.The dreadedclutch-control also took some doing.“Once you’vemastered clutch-control you

can do anything,” she laughs again.Layzelle’s support also prepared Cecilia

for her greatest nemesis during the test – Ce-cilia herself.“The test is not about knowledge, it’s

about nerve. You’ve got to have the sense ofconfidence that you can drive. It isn’t aboutyour skills as a driver, but your calibre ofdriving under pressure.”Now that she has her licence she can go

wherever she fancies, but she hasn’t drivenanyhere alone yet.According to her this will come in good

time.Perhaps one day someone will see a tall

elderly lady laugh behind the steeringwheelmoments before she puts pedal to the floorand race towards the sunset.While wearing sunglasses, of course! Cecilia Bailey (70) finally got her drivers licence last week, just in time for Women’s Day.

The city’s five landfill sites are rapidlyreaching capacity, but there is no obvi-ous recycling plan in many suburbs.

According to Clive Justus, chairperson ofSubcouncil 4, the city has no mandate to fa-cilitate recycling, but they are encouragingpeople to do so, for their own as well as theenvironments’ sake.“I don’t bother to recycle,” says one Parow

resident, “because I would not even knowwhere to take everything. Besides, the trol-ley people go through all the trash and I sup-pose they will take what can be recycled.”But at the same time many residents are

complaining that the trolley people make amess and bring crime to the area.According to Justus it is crucial that com-

munities become mobilised toward recy-cling.“There are many recycling programmes,”

he says. “At theDeGrendel drop-off site nextto Ajax you can dump anything from gardenrefuse to building rubble, oil, glass, e-waste(like batteries and light bulbs), paper andeven old furniture. Theyhave a veryneat op-eration running there.

Impressive solution“And what people do not know is that you

can buy material from them again. I sawsome bricks there that we want to buy forthe Goodwood Lions, to put down some pav-ing for the club.“Someone also left window frames there,

complete with burglar bars. They can be putto good use again,” says Justus.He says in Pinelands andHout Bay almost

98% of residents take part in the recyclingculture.“They put all dry refuse in see-through

plastic bags and the bergies come to collectthe bags. The recycling company realisedthat the trolleypeoplehaveahead start, theyget to the bags first, so now they pay them

to collect the bags and take them to a collec-tion pointwhere the truck picks up the bags.It is a very impressive solution.”But, says Justus, mindsets still have to

change in the northern suburbs.“We had a pilot study some time ago in

Durbanville,whereweprovided 44 000 greenbins for recycling. All you had to do was tocollect the bin and put all your dry waste in-side. But only 11 000 bins were collected. Inthe end we had to drop the rest off at 33 000households.”He says there was almost no effort expect-

ed from the people who took part in thisstudy, because they did not even have to sortthe recyclables. It all went to Bloekombos,a world class sorting plant.According to the Department of Sustaina-

bility at the University of Stellenbosch, atleast 50% of refuse can be recycled.

And, says Justus, almost everything elsecan be composted.“At Grand West there is a worm farm. All

the biodegradables are put in there and thenit is digested by the earthworms. Thewormsare all too happy there! And the liquid theworms produce is drained to a tap and thatliquid, a very potent fertiliser, is sold againby the litre,” he says.

A year and a half ago Sandrift East’sAngus Kerr (18) was told he had 24hours to live.

A lot has changed since that ominousday.For one, it has recentlybeenannounced

that he is a joint winner of Lead SA’s Yo-uth Hero award.“I was speechless when I heard,” says

the Tafelberg High School learner.Lead SA spokesperson Sheyaam Hill

says Angus is a “special young man”.“Angus is a cancer survivor whose bra-

ve work with cancer patients earned himthe title. He, along with other ‘Warriors’,visit paediatric wards across Cape Townwith the aim of cheering up childrenfighting the aggressive disease. Angus ison a mission to put a smile on someoneelse’s face, to create – if only for a few mi-nutes – a space inwhich theyoungpatientcan forget the cancer and enjoy the thingsmany of us often take for granted.”

CrossroadsIn many ways Angus did die that day

he was diagnosed with leukaemia.Gone was the carefree, selfish boy who

loved playing sport.That day the new Angus was born – a

fighter, a motivator and a philanthropist.“There were times when I was very de-

pressed. I was basically alone for eightmonths. I needed to talk to someone whoalsowent through this type of treatment,”

he tells TygerBurger.On 1 January last year Angus returned

from holiday and complained aboutshortness of breath and bad eyesight.That night numerous tests were perfor-med on him in hospital and the next mor-ning he woke up to the teary eyes of hisfamily.The diagnosis hit him like a bomb shell.“Only 30 % of my blood factory was

working. Everybody around me was cry-ing so I just had to stay positive. It wasdefinitely the worst day of my life.”Eight months of chemotherapy, hope

and determination has since lead to hisleukaemia going into remission, but hisbattle is far from over.One lonely and despondent cancer pa-

tient is one too many, according to him.“I want to be that person who I never

had. I want to motivate others,” he says.Last year September he started the or-

ganisation “Angus Warriors: Teens withCancer” and since thenmore than 60 can-cer patients have benefitted from thegroup of volunteer cancer survivors.

Creating smiles“I just want to see them smile. When

in treatment, I forgot about the cancer fora few moments while I was smiling. I tellthem that I could do it, so they can too.”It’s not an easy mission and Angus

knows it. He used to go to the bathroomto cry, so that his parents wouldn’t see,and got rid of his aggression by hitting apunching bag.“I know what they’re feeling, but I

maintain that before the day is out I willmake them smile.”It’s no surprise that Angus wants to be

a motivational speaker one day.In the meantime he strives for smiles,

Staff and students atthe University of theWestern Cape (UWC)were still spreadingMandela Day cheerwhen a special delegation from the universi-ty visited Rosendal Secondary School inDelft yesterday, bearing welcome gifts.

The Community Engagement Unit (CEU)at UWC hosted its 67 Minute Nelson Mande-la Day Stationery Drive on Friday 18 July,the first commemoration of Nelson Mande-la’s legacy since his death.

UWC believes that youth at secondaryschool level should be motivated to continuetheir studies at universities, and continuingeducation is a priority at this institution.

In recognition of this priority, the CEUfacilitated a stationery drive that called up-on all UWC partners and vendors to contrib-ute to Mandela Day 2014.

The university receives a number of stu-dents from the surrounding communitiesand it was therefore imperative to contrib-ute to these communities.

One ways to do sowas host a stationerydrive, with donationsvarious departmentsand vendors.

Ten departmentswere targeted and the

students were involved in the collectionand packaging of stationery.

The CEU and university would like totake this opportunity to thank all the de-partments, students and other stakeholdersthat includes The Rector’s office (HIV AIDSProgramme), Business Innovation, Eco-nomic Management and Sciences, Educa-tion, Dietetics, Institute for Social Develop-ment, School of Nursing, Psychology, SA-NORD, Social Work, SJR Printers, Walton’sStationers, D&J Stationers and other stake-holders for the valuable contributions madetowards the success of this drive.

As the search for the two missing boyswho were swept into the sea on Sundaycontinues, the possibility has arisen

that vandalism could have played its part inthe tragedy.

Five boys were playing on a makeshift raftin the Black River canal and at about 16:00the Table Bay National Sea Rescue Institute(NSRI) received a call informing them theboys had been swept out to sea.

All five apparently jumped off the raft andtried to swim to shore, but only three madeit.

According to Paarden Eiland City Im-provement District manager Patricia Tal-lant, a debris trap near the mouth of the ca-nal might have prevented the calamity.

Scrap thievesAbout two weeks ago the City of Cape

Town installed a debris trap between Ma-rine Drive and the Bus Rapid Transportbridge, but one of the steel rods were stolen“almost overnight”, said Tallant.

Another one was apparently also stolen re-cently, so the debris trap is ineffective.

According to local NSRI station command-er Pat van Eyssen, a security guard spottedthe children playing under the Marine Drivebridge, and later noticed them being sweptout to sea.

It is unclear whether the makeshift raft,believed to be empty barrels, came fromhigher up the canal. If so, the the debris trapmight have played a part in preventing thebarrels from reaching the mouth of the ca-nal, where the children found it.

Van Eyssen says the origin of the raft willform part of the investigation.

“The kids shouldn’t have been there in thefirst place,” says Tallant.

“At least twice a month our patrolmenmust warn a child not to swim in there. Inthe summer people swim in there almostevery day! None of them seem to realise howrough the water is when the tide comes in.”

The canal is also often used for fishing oras an escape route for criminals.

Tallant says “scrap merchants” regularlygo into the canal to remove something theycan use.

“Maybe the canal should be fenced off, butthat will be expensive,” she says.

TragedyA fence might have prevented the Elsies

River boys from entering the canal in thefirst place.

“It’s a pity we have to wait for tragedy tostrike before we focus on these type of meas-ures,” she concludes.

On Sunday the NSRI’s volunteer sea res-cue duty crew launched a sea rescue craftand vehicle after receiving the call.

Provincial government EMS and rescue,the Red Cross AMS Skymed rescue helicop-ter, police, a police diving unit, Cape TownFire and Rescue Services and Cape TownFire and Rescue divers, Life Care ParamedicResponse and ER24 ambulance services re-sponded. “The three survivors were trans-ported to hospital by EMS ambulance in sta-ble condition for observation for secondarydrowning. They were accompanied in thecare of police and police trauma counsel-lors,” Van Eyssen says.

Despite an extensive search, no sign of thetwo missing children have been found andpolice are continuing an ongoing search.

A sweet sixteen party escalated into a “not-so-sweet” party when a crowd of what is be-lieved to be drunk and high teenagerscaused a severe public disturbance in Re-gent Road, Parklands this Saturday.

The relatively peaceful neighbourhoodwas unrecognisable, as can be seen on a vid-eo clip uploaded onto YouTube.

The local police, Metro police and TableView Neighbourhood Watch (TVNW) werecalled to the scene to bring order to teensallegedly drinking alcohol and taking drugsin the street.

According to TVNW there were morethan 100 teens at the party and the watchinsists bottles of alcohol was seized by thepolice.

The post on the watch’s Facebook groupattracted plenty of disapproving comments.

“Someone’s grounded for life,” wrote oneTVNW member.

The party was apparently advertised onsocial media.

According to TVNW spokesperson,Jamie Agenbag, incidents that transpiredas a result of the party were a teen was as-saulted an mugged, teens were throwingstones at cars, fighting, one teen was foundlying in his own vomit and neighbours con-fronted troublemakers.

Another neighbour said she was warnedbefore hand of the possible disturbance thatevening by friends of the organiser.

“But let me say this, it was crazy,” shewrites. “The amount of people that werecrammed in the backyard of that house wasexcessive. At 22:00 cops were there shuttingthings down... The next morning the garden(next door) was a mud bath.”

According to local police spokesperson,W/O Daphne O’Reilly, there is no law thatprevents someone from throwing a once-offnoisy party, but that it’s just common cour-tesy to warn the neighbours beforehand.

“The police can open a docket and investi-gate a case of disturbance of the peace, butfor us to do so we will need someone in thearea to actually make a statement with thepolice,” she concludes.

The City of Cape Town’s Social Developmentand Early Childhood Development Directo-rate is planning to build an Early ChildhoodDevelopment (ECD) facility in Dunoon in thefuture.

This news come after the City of Cape Townelaborated on how the directorate is spen-ding its budget.

According to an article on the City of CapeTown’s website, the directorate has plans pla-ced in the pipeline to build a number of newcentres of excellence during this financial ye-ar and beyond, having budgeted nearly R16million to build additional ECD centres of ex-cellence in Dunoon, Delft, Mitchells Plain,Ocean View, Heideveld and Lotus River.

It was also revealed in the online articlethat the directorate has exhausted its mainte-nance budget of just over R4 million to upgra-

de 18 facilities during the last financial year,one of which is Cuddly Bears Educare inScottsdene.

A number of other ECD centres are due forupgrades in this new financial year, such asthe Luberon ECD in Atlantis. A budget ofR3,6 million has been allocated for these up-grades.

“ECD centres need to be places of learningand foundation building, but they also needto be safe and welcoming spaces for our child-ren,” says mayoral committee member for so-cial development and early childhood deve-lopment, Suzette Little.

“We are working hard to provide facilitiesthat communities can be proud of and derivemaximum benefit from, but it is also up tothose same communities to take ownershipand help us look after these facilities.”

lease from the City of Cape Town, alongwith news that up to 200 penalties relatingto the operating standards of the MyCiTiservice have been issued against three Ve-hicle Operating Companies (VOC).These penalties (which total R198 000)

were issued to Transpeninsula Invest-ments, Table Bay Area Rapid Transit(TBRT) and Kidrogen, all VOCs operatingthe MyCiTi service in the inner-city area,Table View, Montague Gardens, Atlantis,Melkbosstrand, Dunoon, Salt River andHout Bay.The penalties to the value of R198 000

were issued between 1 January and 30 Juneand have already been paid, according tomayoral committee member for transport,Brett Herron.“Transport forCapeTown (TCT) can con-

firm that 15 bus drivers have been dis-missed by the VOCs since 1 January todate, for reasons ranging from gross negli-gence and absenteeism, to accidents andmisconduct,” says Herron.“Gross negligence, theft of company

property, blameworthy accidents, absen-teeism, driving under the influence of alco-hol, and drivingwithout the correct licenceare regarded as dismissible offences forMyCiTi bus drivers,” he said.“These penalties and dismissals demon-

strate thatweareholdingourVOCs to theircontractual operating standards and obli-gations, despite the fact the MyCiTi Con-trol Centre is not yet operating as designed.“It also proves that complaints about

drivers and the MyCiTi service in generalare investigated and, if substantiated,there are consequences for the VOCs. I would just like to reinforceDebora’s letter “Owners shouldkeep dogs on the leash”(TygerBurger, 30 July).

I also walk my dog on theleash on the fields betweenRacecourse Road and St John’sRoad. Almost everyday, I amconfronted with dogs off-leash.Sometimes 4x4s unload asmany as four or five dogs,large and small, and just letthem run.

I would consider this numbera “pack”, which could be verydangerous if they were toattack another dog on a leash.

It is a real danger, not onlyfor dog walkers, but also forpeople walking for enjoyment.The Animal Bylaw of 2010states: “It is illegal to havedogs in a public space or streetunless on a leash or in adesignated area”.

Former Cape Town musician JackStone has been chasing his dreamsin Johannesburg.

But he visited the Orange Couch dur-ing a recent Cape Town tour to talk abouthis music.

Jack was about 15 when he startedsneaking into his brother’s room to playhis guitar “and snap his strings, so I gota slap over the head”.

He formed his first band, Cherry, whilestudying sound engineering, but a fewbands later, he now performs as a solo act.

While he’s experimented with heaviersounds, Jack plays a combination of folkrock and a little bit of country.

Jack says he draws inspiration fromguys like Bruce Springsteen and TheDoors. “All the older legendary stuff.”

“It’s old school, but at the same timeI’ve added some modern twists to it interms of production,” he explains.

Besides the fact that his record label isbased in Johannesburg, Jack says hemoved there because it made more sensefor his career. “To break into the indus-try, you need to be where the industry is.”

However, he’s quick to add that hewants to move back to Cape Town as soonas he can.

Jack released his debut album, WalkOn, through Stone Studios last year, andsays it’s doing well in terms of sales.

YouTube hitHe has just released a new single,

“Blood Sweat and Years” and the song’smusic video has already had more than20 000 views on YouTube.

The plan moving forward is to releasemore singles and get them onto as manyplatforms as possible.

Jack doesn’t think the album format isstill as relevant as it was in previousyears. “I think at this point everyone isgoing the single route and then compilingan album once a few singles have been re-leased.”

The age of digital downloads from siteslike iTunes means that people can nowdownload just a single they like as op-posed to buying an album for one song.“I think at this point, singles are the wayto go.”

South Africa in tennis at the2014 All Africa Youth Gamesheld in Gaborone recently.Seeded number three and

playing against Africa’s bestwas always going to be a chal-lenge.Due to the fact that they had

singles, girls doubles and alsomixed doubles scheduled forthe Games, Janet had to playthree matches a day for fourdays. She eventually fought her way

through to the semi-finalswhere she encounterednumber two seed LesediJacobs from Namibia, andmanaged to reach the final bybeating her in an 6/4 and 7/6sets in an almost three hourbattle.She faced Chiraz BechrifromTunisia in the fina and af-ter another three hour battleshe lost 6-4, 6-7, 3-6 and had tosettle for the silver medal.Later, she and mixed dou-

pionships held at Pine Lake Marina (Swart-vlei Lagoon) just outside Sedgefield.Sixty young sailors from South Africa,

Belgium, Netherlands, Great Britain, Nor-way, Denmark and Zimbabwe competed forthe title.Although plagued with a lack of wind, it

was a very successful regatta, and was im-portant because a world sailing event hasnot been held in South Africa for many ye-ars.

Light windsThe sailors did manage to race each day

but sailed under exceedingly light wind con-ditions until finally, on the last day duringthe last two races, the wind decided to blow,giving the sailors exciting sailing conditi-ons.The RS Tera is an ISAF International

Class sailing dinghy popular with sailorsbetween the ages of eight and 18, and is cur-rently one of the fastest growing classes ofsailing dinghy in the world.Boats are split into two classes according

to the size of the rig and the age of the sailor,namely the Sport Class for the youngergroup and the Pro Class for the older sailors.

CPUT Bellville South campus on Saturdayand the national championships from 10-13September at GrandWest.But fornow, the focus is onSaturday.Reg-

istration and weigh-in will be on Fridaynight to accommodate the number of ath-letes.Some “big” names in the province areexpected but in body-building you only
