The number of outstanding fines will always be huge, because it includes recently issued fines that are still being processed,” she said. JP Smith, mayoral committee member for safety and security, said the problem ran very deep. “The enforcement of traffic is in a bad state across South Africa. A big part of the problem lies with the complete inadequacy of the justice system,” he said. “They are so inadequate that we are see- ing a lot of people getting away with offences simply because the courts cannot deal with traffic offences,” he said. Van der Walt agreed. She attributes the origin of the bottleneck at the courts to legislation that makes it com- pulsory for offenders driving over 30 km/h or more in a 60 km/h zone to go to court, in- stead of simply getting a fine. “The courts cannot handle the resultant increase in cases. There are 44 000 outstand- ing cases in this category. Individual courts can only handle about 10 of these cases per day, or 300 per month.” She said the Traffic Department had re- corded nearly half a million traffic offences in the three months between July and Sep- tember 2013.     he city is owed almost a billion rand in

    outstanding traffic fines and warrants

    of arrest for traffic offences, and they will be

    clamping down on offenders.

    The value of outstanding warrants of ar-

    rest, excluding fines, is currently just over

    R320 million, said Ward 2 councillor, Le-

    onore van der Walt.

    The value of revolving fines, excluding

    warrants, is currently about R765 million.

    Thenumber of outstanding fineswill always

    be huge, because it includes recently issued

    fines that are still beingprocessed, she said.

    of the justice system, he said.

    She attributes the origin of the bottleneck

    at the courts to legislation thatmakes it com-

    The city is very serious about clamping

    down on traffic offenders.

    Ward 2 councillor, Leonore van der Walt,

    told TygerBurger their plan to remedy a

    seeming disregard for traffic rules and laws

    across the city, included the following:

    VWhen there are warrants of arrest is-

    sued, the offenders will not be able to renew

    their vehicle licences, drivers licences or

    conduct any other transaction involving

    their vehicles. This has already proved to

    be very successful. At one postal payment

    point where the monthly payments were

    R300 000, the payments shot up to R1.8 mil-

    lion per month after this was introduced.

    VThis measure is known as the admin

    mark and was introduced in March 2013. A

    block or mark is placed on the national

    eNatis system against persons with out-

    standingwarrants against their names. No-

    where in the country may their licences be

    renewed until they have finalised their out-

    standingwarrants by either paying them, or

    seeking recourse in the courts. The eNatis

    block is proving especially effective against

    proxies of vehicle fleets who often reside in

    other cities and have always been difficult

    to reach, she said. The only time Traffic

    Services can take strong action against an

    offender iswhen awarrant for his arrest has

    been issued. Until that time the offender al-

    ways has time to defend his case in court.

    VThe incorrectness of the addresses on the

    eNatis system is a problem. There aremoves

    afoot to introduce legislation that will re-

    quire a FICA type of process to verify eNatis

    address details.

    VIn the execution of warrants of arrests

    the city will implement an Automatic

    Number Plate Recognition system. This is

    used to identify vehicles that have warrants

    of arrest recorded on the database. Van der

    Walt said a weekly joint operation had also

    begun whereby the staff complement is sup-

    plemented by staffers from other traffic

    units.

    VThe city has five ANPR roving vehicles

    linked to the back-office system. They are

    used at road blocks to apprehend motorists

    with outstanding warrants in all areas.

    VOfficersmay also use theWireless Appli-

    cation Protocol via their radios to query the

    database of warrants of arrest.

    VWith regards to court capacity, Van der

    Walt said only 207 000 warrants of arrest

    have been signed out of 430 000. We are ne-

    gotiating with the Department of Justice for

    additional magistrates.

    VBetter grounds forwithdrawal or reduc-

    tions need to be recorded.

    It is even more troublesome when one con-

    siders that the period under review coin-

    cides with some of the wettest months in

    Cape Town and a time when common sense

    would dictate that drivers should be even

    more cautious on the roads, she said.

    Smith said of all fines issued, about 43 %

    to 46 % of fines were paid (nationally the

    rate is at 13 %).

    We have half paying and the other half

    not paying, then there are also officer er-

    rors with a fine or case. These are with-

    drawn at some point. People give wrong ad-

    dresses, so you cant serve a warrant on

    them, Smith said.

    Van der Walt said this gave a clear mes-

    sage. This fosters the attitude of impunity

    by motorists, (an attitude) which is also

    present in the city.

    She said the city was at a stage accused

    of making money with fines issued using

    cameras. The use of cameras was therefore

    terminated but this resulted in a tremen-

    dous decrease of speeding fines. The camer-

    as are back.

    There also seemed to be a misconception

    with the public aboutwhere themoney from

    fines was, or should be, channelled.

    I am told very often by residents that if

    more traffic inspectors were appointed, the

    fines they write out will be more than

    enough to pay their salaries. We cannot

    budget in that way. This is not sustainable

    income, Van der Walt said.

    Smith reiterated this.

    None of the revenue of fines comes back

    to the Traffic Department. They dont do an-

    ything for a profit motive. All money goes

    into the council general budget, he said.

    Leonore said the citywould be implement-

    ing an admin mark system. This means a

    block is placed on the national eNatis sys-

    tem for persons with outstanding warrants

    against their names.

    She said besides the problems with traffic

    fines, motorists were also alarmingly regu-

    larly unlicensed and driving without safely

    belts (a massive concern) and disregard-

    ing basic rules of the road, such as not to

    cross solid barrier lines.

    She said the city was exploring new tech-

    nologies and systems to bring offenders to

    book. We are driving new legislation to en-

    sure that we win the battle against reckless

    and dangerous drivers.

    Smith said this included engaging with

    the provincial justice department to get

    more magistrates to reside over traffic of-

    fences.

    He also said the city had begun a process

    of reducing fines. We have been scaling

    back and are spending more energy ensure

    offenders are paying.

    A feeding Scheme at Cravenby Secondary

    school, which provides meals to over 300 of

    its disadvantaged learners, was officially

    opened on 18 November.

    The scheme was made possible through

    the hard work and dedication of the

    schools governing body, principal and the

    project leader, Myroonisha Bridgeman.

    In a show of support towards the project,

    Minister of Education, Donald Grant, some

    of the sponsors and CEO of Garden Cities,

    John Mathews, gathered at the school to

    celebrate the grand opening.

    Sponsors walked through the kitchen to

    see how their sponsorships were put to

    work. They also met and spoke to some of

    the students who benefit from the project

    and heard from them how the feeding

    scheme influences their education.

    Having both the Minister and the CEO

    of Garden Cities speak and promote their

    support towards education was encourag-

    ing for the students, says Bridgeman.

    Bellville Police Cluster kicked off their

    programme for the 16 Days of Activism

    against Violence against Women and

    Children with a combined launch at

    Parow railway station on 25 November.

    The idea behind the location of the

    launch came from the cluster command-

    er, Brig Darius van der Ross who indicat-

    ed that he wanted to take it to the people.

    Members from Parow, Bellville, Both-

    asig, Goodwood and the VRCID and San-

    lam, who partnered with SAPS, were

    joined by victim support volunteers as

    well as survivors of crime from the four

    stations and interested members from

    the public.

    The guest speaker was Maria Basson,

    founder of the St Mary House of Hope

    shelter in Parow.

    She motivated everyone not to become

    a victim of abuse and what can be done

    to get assistance. During his keynote ad-

    dress Van der Ross spoke about the atroc-

    ities committed by perpetrators against

    females and children as well as men. He

    motivated the community to stay strong

    and report it and pledged SAPSs support

    in the fight against it.

    As part of the programme, Parow po-

    lice, The Pink Ladies (an organisation

    that works with missing people), Rape

    Crisis and the Bellville office of the De-

    partment of Justice hosted a display in

    the Parow Centre on 30 November.

    They handed out brochures with infor-

    mation regarding crime prevention as

    well as information pertaining to vio-

    lence against women and children.

    stage in Video Killed the Radio Star which

    Minimum wages for domestic workers

    in urban municipal areas have been in-

    creased by 7.6 %as from1December and

    will remain applicable until 30 Novem-

    ber next year.

    This in terms of the Sectoral Determi-

    nation for the domesticworker sector le-

    gislation

    The minimum wage increases in the

    rural municipal areas are to be in-

    creased by 8.6 %.

    SouthAfricahas enacted legislation to

    protect domestic workers resulting in

    thepromulgationof SectoralDetermina-

    tion 7: Domestic Workers. This determi-

    nation establishes conditions of employ-

    ment and minimum wages for employ-

    ees in the Domestic Worker Sector in

    South Africa, Bernard Reisner, an in-

    dustrial relations consultant of Cape La-

    bour & Industrial Consultants, said in a

    press release.

    With effect from 1 November 2002, an

    employermust pay a domesticworker at

    least the minimum wage prescribed.

    The new hourly minimum rate for a

    domestic worker who works more than

    27 hours a week is R9,63, the newweekly

    minimum rate is R433,35 and new

    monthly minimum rate is R1 877,70.

    The new hourly minimum rate for a

    domestic worker whoworks less than 27

    hours a week is R11,27, the new weekly

    minimum rate is R304,29 and the new

    monthly minimum rate is R1 318,48.

    More than 50 paddlers took to the sea this

    past weekend to participate in the third an-

    nual Oxford-Cambridge Paddle to Read

    dragon boat race.

    The dragon boat race was held on Satur-

    day 30 November at the V&A Waterfront

    marina.

    Megan Sonnenberg, spokesperson, said

    the intense but friendly rivalry that pio-

    neered the original Oxford-Cambridge

    race in the United Kingdom also character-

    ised this years race, with Cambridge Univer-

    sity Press South Africa taking the winners ti-

    tle.

    Oxford University Press has two offices in

    Plattekloof and one in Goodwood while Cam-

    bridge University Press is based in Granger

    Bay, Sonnenberg said.

    The traditional collegiality between the

    two renownedpublishinghouseswas on show

    as each teamwent all out to take the title. Each

    boat was manned by 16 paddlers and a drum-

    mer who spurred the troops on towards the

    finish line.

    The primary aim of all three races was to

    raise funds tohelp encourage children to read,

    with all of the proceeds generated going to

    the Shine Centre, a non-profit organisation

    that provides support in literacy and lan-

    guage enrichment to children, Sonnenberg

    said.

    In addition to themain attraction, a school

    versus school race saw budding paddlers

    from twoWesternCape schools,Montevideo

    Primary School and Protea Primary School,

    take each other on, followed by two fun char-

    ity races.

    The race is also considered as a wonderful

    team building exercise for staff and a great

    way to raise funds for reading.

    All proceeds generated from the event go

    to The Shine Centre.

    Department and that they need

    to install shower caps to save

    claim they are from Eskom

    and that they need to install

    lights on the gates.

    These individuals are not

    city officials and some cases

    have been reported where they

    rob residents at gunpoint.

    report that someone living

    between Milton and Carey

    Slater in one of the roads from

    Alice to about Surrey has a

    rooster that has been crowing

    from 04:30 every morning. It

    has been there for a long time

    but now that it is getting

    lighter earlier one hears it

    from early on.

    I reported this to the Health

    Department last year but

    nothing was done.

    all the major clothing retailers

    shop staff and managers, and

    head offices of these retailers.

    The head offices either refuse

    to respond or they respond with

    rude letters that basically tell

    The staff and managers in the

    Despite drawing attention to

    the vast socio-economic benefits

    and direct benefits to individu-

    als, these greedy self-obsessed

    retailers for the most part flatly

    refuse to support South African-

    made products.

    I have refused to buy import-

    ed clothing since May 2012, but

    I will reluctantly support SADC

    countrys products as that at

    least keeps their people in their

    countries and does not adverse-

    ly affect our unemployment.

    It is only by reduced sales

    that these idiots will realise the

    need to amend their purchasing

    patterns.

    And in case youre wonder-

    ing, no, SA-made goods are not

    more costly than imported

    well, not at retail level!

    Actively demand South

    African-made clothing.

    Revive our economy. Keep

    people at work and out of our

    houses! Reduce crime. Reduce

    insurance premiums.

    What inside seemingly good people makes

    them do really bad things?

    What motivates them to one day just

    silence their conscience, turn a blind eye

    and hurt, devastate, abuse and neglect?

    And they live among us. They work

    with us, do their Christmas shopping

    with us, wave at us, laugh with us, give

    presents, share care even.

    They will discuss the horrific impact of

    violence, crime, vandalism and corrup-

    tion in our beautiful country and its

    people with you. They will shake their

    heads at the devastation of war to people

    and infrastructure, how fighting for a

    cause can border on the ridiculous.

    They will wonder what motivates people

    to be senseless and heartless abusers of

    innocent women and children with you,

    how they could simply neglect their own

    father, mother or grandparents.

    They will get all upset about the

    maltreatment of animals with you, how

    people can leave them at home or at the

    roadside, without even batting an eyelid.

    They will consider reasons why some

    people can be so manipulative, unscrupu-

    lous and selfish, that with lies and deceit

    they will do anything to get what they

    want, regardless of the consequences to

    others feelings, circumstances, belong-

    ings or even lives.

    Yes, we all wonder, but many of us

    good people have dirty hands too

    cupboards full of skeletons.

    Its the season of giving. Lets make

    ourselves guilty of giving the good and

    forgiving the bad in all areas of life.

    The small three-bedroom home of the

    Wilkinson family in Goedemoed in Durban-

    ville is now bursting at its seams.

    But in their hearts there is always space

    for another abandoned baby.

    That is why Mark and Louise Wilkinson

    are now looking for a larger home to accom-

    modate their Pumpkin Ministries project.

    Apart from their own children, Wesley

    (14) and Sarah Paige (12), who are both

    home-schooled, they have adopted two aban-

    doned children, Gideon (5) and Boaz-Joy (2).

    They also foster another baby at the mo-

    ment, but hope to be able to accommodate

    more in a larger home. They also often have

    children in safety for short periods, until they

    are taken up in foster care. A little two-year-

    old boy has been in their safe care now for

    three months already.

    In their bedroom, three camping cots are

    lined upwhere the youngest ones sleep. Their

    biological children have to share their bed-

    rooms with the other children.

    Recently a volunteer from New Zealand,

    Michaela Pluck, who has a high school degree

    in special needs teaching, moved in to assist

    the family, also with home-schooling.

    They first adopted Gideon as a baby, af-

    ter hewas found outside a shop inBellville

    just after birth. Boaz-Joy was only a few

    days old when she was found abandoned

    on a train.

    Pumpkin Ministries was started in 2011

    after Louise has a vision of a house filled

    with abandoned and orphaned children

    and believed it was a call fromGod to start

    such a house.

    The project was extended shortly there-

    after with Madeleine Thornhill, fostering

    and offering a safe house to children at her

    home in Vredekloof. Madeleine, who used

    to be a principal of a school for underprivi-

    leged children, now has two children in

    her care. Another couple, who also help to

    foster children through the PumpkinMin-

    istries project, recently started their own

    fostering project.

    More than 16 children have been taken

    care of byPumpkinMinistries since itwas

    started. Pumpkin Ministries was finally

    registered as an non-profitable organisa-

    tion in September this year after almost

    two years of frustration, said Mark.

    He referred to an episode of Carte Blanche

    and said: There are twomillion babies that

    can be adopted, but only 2 500 get adopted

    each year. With all the red tape and lack of

    energy within the Department of Social De-

    velopment, it is so frustrating for people.

    It is no wonder there is a shortage of peo-

    ple doing foster care. Someone capable

    needs to take the reigns of childcare in this

    country, he said.

    Mark, who owns a security company and

    works from home, said he also hopes to find

    funding to replace his income, so that he can

    assist his wife full-time with the home.

    Although they recently managed to buy a

    minibus with donated funds, they want peo-

    ple to help them with the instalments of

    R4 500 per month.

    VSummer markets: The Cape Town Sum-

    mer Market, formerly known as the Adder-
