The only thing separating the quiet area from the Cape Town Iron and Steel Works Company operating as Cisco, is the Van Rie- beeck Road dual carriage way. Cisco has been granted a renewal of its provisional atmospheric emission licence, first issued in February 2015. The licence ex- pired after a year but was granted once again by the City of Cape Town in June this year. Last year several residents lodged objec- tions against the initial renewal expressing their disapproval and citing possible side ef- fects the plant may have on their health caused by dust and smoke. Objections raised A petition opposing the re-opening of the steel factory was also drawn up and signed by some Vredelust residents. Apart from the health concerns residents also feared a pos- sible decrease in their property value. The renewal of the provisional atmospher- ic emission licence of which a notice was published in local newspapers a week ago, is something residents may have to come to terms with, says Earl Polman, chairman of the Vredelust Ratepayers’ Association. He told TygerBurger several meetings were held with the mayor and its engineers regarding the issue. “We expect that everything regarding the licensing process was done according to the law,” Polman says. He adds: “There was a procedure they had to follow and requirements they had to meet, and it seems that these requirements were met and that the company adheres to the City’s Air Emissions Act.” Polman and five others met with City offi- cials prior to the renewal of Cisco’s licence. “We just hope everything is above board,” he says. Compliance conditions Siyabulela Mamkeli, Mayco member for health, informed TygerBurger last week that Cisco never commenced with any operating activity, even though the licence was issued in February last year already. “They thus have not had an opportunity to demonstrate compliance with the condi- tions of authorisation prescribed in the pro- visional atmospheric emission licence, hence the need to apply for a renewal of the licence, which will be valid for a period of one year from the date of commencement of the activity,” he says. The City also confirmed that objections were first raised by the Vredelust communi- ty during the initial licence application process. “Subsequently, a petition and appeal was lodged against the decision to grant the li- cence. “During the subsequent public participa-tion process for the renewal of the licence,which took place in February and Marchthis year, further negative comments wereagain received against the application,”Mamkeli says.

Polman says he now hopes that there willbe a positive outcome regarding the matterin the form of job creation opportunities forresidents from both Vredelust and High-bury.

“There is nothing we can do. It now is asituation we have to deal with as a commu-nity. On the bright side, however, when thebusiness is up and running, it could providejobs for residents in the area.

“Not everyone has a qualification to ob-tain top management positions, but this isa steel company and surely they can makeuse of general workers,” reckons Polman.

He says job creation is something he

would rather now want to focus on.“There is still going to be noise and

smoke, but according to the City this willhopefully be kept to the minimum,” Polmansays.

Kleinvlei police are searching for agroup of armed robbers followingthe brazen attack on two men in the

police precinct.Two workers, a 47-year-old South Afri-

can and 29-year-old Congolese citizen,who both work for an auto parts companyin the Blue Downs area, were hijacked onMonday 4 July while they were on theirway to the bank at Zevenwacht Mallwhere they were to deposit cash, says Cap-tain Florina Muller, spokesperson for Kle-invlei police.

The men were on their way to bank anamount of R33 000, she explains.

It is alleged that they drove along AlbertPhilander Way in Eerste River when theysaw a suspicious looking white Toyota

Cressida vehicle driving behind them, butlater on passed them.

“The Congolese citizen, the driver of theOpel Corsa utility vehicle, and his passen-ger drove further towards Blackheath,she says. The suspicious vehicle, stilldriving in front of them, then blocked theroad so that they could not pass. Accord-ing to the driver he could not reverse be-cause a white Toyota Quantum minibuswas then behind him.”

Two men got out of the minibus and ap-proached them from behind, she explains– with firearms in their hands.

“The men demanded the money fromthe driver and his passenger.”

Muller says one of the victims told theattackers they didn’t have any money.

“He was then ordered to get out of thevehicle. The suspects then told him thathe will shoot him if he did not hand overthe cash. The money, which was kept un-der his jacket, fell out,” Muller says.

The suspects picked it up and madetheir escape after searching the vehiclefor more money. According to Muller thevehicle, with the key still in the ignition,was taken along with some cash, the refu-gee papers and passport of the Congolesenational. The items were at the back of theutility vehicle.

The vehicle that blocked the two initial-ly, also disappeared from the scene.

A case of armed robbery and hijackingwas reported to the police and is now be-ing investigated by the crime office.

Mfuleni police are investigating a murderfollowing the death of a man in Wesbank onMonday night.

The man, whose identity is unknown, wasshot several times in the upper body.

Police spokesperson Captain Nomathem-ba Muavha says at approximately 20:30 onMonday police attended a shooting incidentin Rowallan Street.

“The victim was shot by four unknownmen, but managed to run away. He jumpedover a wall and ended up at a house in Fram-esby Street where he collapsed,” Muavhasays. The man was conscious for some timewhile residents tried to get hold of the policeand the ambulance.

By the time the ambulance arrived theman had already succumbed to his injuriesand was declared dead.

More than 200 suspects were arrestedfor various crimes committed overthe past weekend.

The arrestswere executed by police in theBlue Downs cluster, which comprises theKuils River, Kleinvlei, Mfuleni, BellvilleSouth, Ravensmead, Delft andBelhar policestations.Captain Nomathemba Muavha, spokes-

person for the cluster, says a total of 222 peo-ple were arrested, some of whom were ap-prehended during a series of operationsheld throughout the weekend.She says more than 165 litres of alcohol

were also confiscated during these opera-tions. Apart from this, the police managedto make 96 arrests during these operations

in connection with drug-related offences.“This is due to mandrax tablets with an

estimated street value of R1300, tik worthR4750 and dagga with a value of R425 whichwere confiscated,” she says.Muavha says an unlicensed firearm and

ammunition were also confiscated over theweekend froma 21-year-oldman inBraemerCourt, Uitsig.“Officers of the Ravensmead police were

patrolling the area when they received in-formation about the firearm at the house,”Muavha says.The firearmwas found in the bedroomun-

der the mattress with six rounds of ammu-nition.In Connaught Estate police also found an

abandoned firearm with its serial numberstill on it, alongwith five roundsof ammuni-tion. No arrests were made in connectionwith this firearm.Police in neighbouring Delft also had

wees. Ons weet nog nie heeltemalnie, want ons was vas aan dieslaap,” het hy Maandagoggend ver-tel terwyl hy besig was om op teruim.Claassen en sy vrou, Rose, was in

die kamer toe hulle deur die vlam-mehel wakker gemaak word.“Dit was tussen 07:00 en 08:00. Ons

het wakker geskrik en net die vlam-me om ons gesien,” vertel hy.Hy sê die paraffienlampwordaan-

gehouomsnags lig te voorsien indiekamer.“Ek kan nie die ligte aan los nie,

hier is outjies wat snags kwaad aan-vang en in mense se werf kom rond-krap,” vertel hy.Claassen en sy vrou kon gelukkig

daarin slaag om veilig by die kameruit te kom. Hul dogter, Verusca (26),se kamer is langsaan. Sy is ook be-tyds saammet haar ma en pa by dievoordeur uit.“Ons het almal opgespring en uit-

gehardloop. Al my en my vrou seklere is in die brand verwoes. Ekmoes klere gaan leen,” sê hy.Rose was duidelik bedroef oor die

gebeure.Sy kon net met haar vinger na die

opdaag,wasdie ergste vlammeal ge-blus danksy die hulp van ons bure.“Hulle het sommer tuinslange ge-

This week the City of Cape Town’s fireand rescue services were called out toextinguish a blaze at a house in Wes-

bank which left a family of three displaced.The fire was first suspected to be a result

of a paraffin lamp which had fallen overduring the early hours of Monday morningat the house in Main Road, but was laterconfirmed to be a lit candle which over-turned and ignited the bedding.The emergency services were called out

at 08:43.“One bedroom was damaged by the fire,”

says Liezl Moodie, a spokesperson for thedepartment.Asked about ways to use paraffin safely

and general safety tips when around anopen flame, Moodie explains:

. Always handle paraffin with extremecare, as it is poisonous and can burn yourskin even when unlit. Paraffin is often soldin containers and contaminatedwith chem-icals suchaspetrol, ormixedwithmethylat-ed spirits. This can cause it to flare danger-ously or even explode.

. Paraffin can cause severe burns, andparaffin stoves that are knocked over or ex-plode are amajor cause of injuries and firesin informal settlements. Paraffin also emits

harmful fumes when burning.. Never leave a paraffin appliance unat-

tended. It only takes a second for a gust ofwind, a pet or a child to knock over a lightor a stove.

.Make sure paraffin appliances are on aflat, firm surface.

. Do not put a cloth under a paraffin ap-pliance.A child or pet could pull the trailingend and the cloth will then burn, fuellingthe fire.

. Always have a bucket of sand nearbywhen using a paraffin appliance.Waterwillnot extinguish a paraffin fire and can makemattersworse by spreading the flames. Par-affin fires can only be extinguished usingsand or a fire extinguisher.The fire and rescue services also urge the

public to always keep matches and lightersout of children’s reach, to always cut can-dles in half to prevent them falling over orto use a candle holder, and to never smokein bed.On Monday fire and rescue resources

were dispatched from the Belhar and KuilsRiver fire stations to help douse the flamesat the Wesbank home, owned by RolandClaassen.Two fire engines, one rescue vehicle and

a water tanker were sent out to the scene.“No injuries were reported,” says Mood-

ie.

want to go, spokesperson Byron la Hoe toldTygerBurger last week.A few of the evicted parties recently al-

leged that only one alternative shelter, TheArk City of Refuge located nearby, hadbeen considered as an alternative shelterby the department.The department of transport and public

works, the owner of the property fromwhich the 32 women and 61 children wereevicted from on Thursday 5 May earlierthis year, however disputes this.La Hoe says on Friday 3 June a letter was

sent to the legal representative of the wom-en asking whether the evictees require as-sistance for alternative accommodation.“We also requested the full details of

evictees and the number of family mem-bers requiring assistance.“We received a response from their legal

team on 24 June in which they requestedthat the evictees return to Geneva’s Houseor alternatively be found other accommo-dation in the Eerste River area,” La Hoesays.Last week the department of social devel-

opment submitted a list to the women’s le-gal representative of nine shelters thatcould possibly accommodate the evictees.They were also asked to establish to

which shelters the women would like to bemoved to so that arrangements to relocatethem can be made as soon as possible, LaHoe says.The department also pointed out that

some of the evictees are employed and havethe means to pay for alternative accommo-dation.TygerBurger however has learnt that

most of the women are unemployed andthat some who could afford to do so, havemoved in with family members. The re-maining group of few women and childrenhowever have nowhere to go.La Hoe says their department has re-

quested the lawyers of the women to fur-nish them with the exact amount of peoplethat are currently staying on the property.“We were informed that there are be-

tween 40 to 50 people on the property,whereas according to the legal representa-tive’s list there are 104 people on the prem-ises, adults and minors included,” La Hoesays.The women’s legal team has yet to re-

spond to their proposal for temporary ac-commodation, La Hoe says.

Twenty young women from Wesbankand Delft, aged between 16 and 18, re-cently completed a seven-day resil-

ience workshop hosted by the City of CapeTown’s disaster risk management centre.The workshop ran until Tuesday 5 July.The capacity-building initiative was part

of a campaign dubbedWomen and girls: theinvisible force of resilience.The campaign was launched by the Unit-

edNations International Strategy forDisas-ter Reduction (UNISDR) in 2012 to acknowl-edge and appreciate the millions of womenand girls who make their communities

more resilient to disasters and climaterisks.According to a statement from the City,

the participants were equipped with theskills and knowledge necessary to helpchange behaviour, make better choices andcreate situations wherein they are less vul-nerable.“This included practical aspects like a ba-

sic firefighting course and how to grow afoodgarden, but alsomore theoretical appli-cations like leadership qualities and settingpersonal and career goals,” the statementreads.

van die eetgoed vir die kinders en ons wilook ’n bydrae tot haar kosvoorraad maak.Sy het aanvanklik met 10 kinders begin,maar dit het nou aangegroei tot 50,” hetBronwynne de Wit, mede-komiteelid, gesê.Volgens DeWit is die doel van die projek

om ’n verandering in die 40 kinders uit dieminderbevoorregte gemeenskap se lewensteweeg te bring, deur hulle daarop te wysdat daar ander geleenthede buite is enhulleaan te moedig om bo hulle omstandighedeuit te styg.“Die kinders met ouderdomme wat wis-

The hockey team of Western ProvinceCricket Club (WPCC Badgers) will behoping to again return with the sil-

verware and prizemoney theywon in Dur-ban last yearwhen they return to the annu-al Greenfields Elite Club Challenge at theRiverside Sports Centre in Durban Northon Friday 15 and Saturday 16 July.This is the only tournament in the histo-
