The event formed part of the efforts of the DCAS Anti-Gang Programme to support yo- ung people to develop positive self-esteem and good health by giving them constructive ways of spending their free time. The ope- ning of the club is expected to render the yo- uth of Delft less vulnerable to being drawn into gangs, criminal activity and the use of recreational drugs. DCAS, the Sports Trust and the Western Cape Provincial Kickboxing Association ha- ve assisted the club with equipment and the necessary support to open its doors. Thabo Tutu of DCAS is confident that the club will encourage young people to engage in healthy competition. “This club has the potential to develop the skills of athletes who could eventually beco- me champions at provincial and national le- vel,” he said. I just want to see champions going from strength to strength from this club.” Classes are expected to run from 18:00 to 20:00 at the Delft Central Sports Ground on Mondays and Wednesdays. SPORT: NEW KICK­BOXING CLUB FOR DELFT YOUTH

Future kicks for kidsMany youth in Delft are expected to be-

nefit from a new kick-boxing clubopened by the Department of Cultu-

ral Affairs and Sport (DCAS) and the SportsTrust last week.

The event formed part of the efforts of theDCAS Anti-Gang Programme to support yo-ung people to develop positive self-esteemand good health by giving them constructiveways of spending their free time. The ope-ning of the club is expected to render the yo-uth of Delft less vulnerable to being drawninto gangs, criminal activity and the use ofrecreational drugs.

DCAS, the Sports Trust and the WesternCape Provincial Kickboxing Association ha-ve assisted the club with equipment and thenecessary support to open its doors.

Thabo Tutu of DCAS is confident that theclub will encourage young people to engagein healthy competition.

“This club has the potential to develop theskills of athletes who could eventually beco-me champions at provincial and national le-vel,” he said.

Dit sal verseker datalle gesteelde sakke herken en die oorsprong daarvan opgespoor kan word. Ondankshierdie maatreëls wat getref is, ervaar die Stad steeds diefstal van die blou sakke watdan onwettig op straat asook in sommige winkels verkoop word. Die Stad versoekinwoners weereens om glad nie blou vullissakke op straathoeke te koop nie, aangesiendit gesteelde goedere is. Die vullissakke word gewoonlik saammet ander sakke verpaken gevou om die drukwerk weg te steek. Daar kan aangeneem word dat alle blou sakkegesteelde sakke is. Blou sakke word slegs vir al die aktiwiteite en programme van diedepartement vasteafvalbestuur se skoonmaaktak gebruik.

Oneof the top 10 offenders on the city trafficservice’s warrant list – a suspect with out-standing warrants to the value of R110 700– was arrested last week.The suspecthadpreviouslybeenuntrace-

able but was caught after he was forced tovisit the Gallows Hill Traffic Departmentbecause the administration mark placedagainst his name prevented him from rene-wing his vehicle licences or doing any vehi-cle-related transactions.The system showed that hewas previous-

ly warned on 69 warrants, which becamedouble warrants as he had failed to appearin court on thewarning dates given.Hewasarrested and taken to the City Hall Magis-trates Court where bail of R10 000 was set.The suspect did not post bail and was

then taken to the Cape Town Central policestation to be transferred to Pollsmoor pri-son.His court dates are set for 18 June and 11

July at the Goodwood Court and City Hallrespectively.

Theuns Botha, die Wes-Kaapse minister van gesondheid, sit nou syvoet neer. “Ons moet ’n ander benaderingvindomTB tevoorkomen tebehandel. A fun day for youth in Belhar and surroun-ding areas who celebrated Youth Day thisweek, also contained some serious messa-ges on road safety.Transport and public worksminister Do-

nald Grant spoke at the event organised bythe Safe Roads 4 Youth project held at thesports and recreation centre, pointing outthat road accidents are one of the leadingcauses of death among young people, withalcohol abuse a major contributing factor.In his speech he highlighted the role that

youth had played on 16 June in 1976, butsaid the youth still have amajor role to playfor a better future.“To ensure that young people are able to

reach their full potential and help take thiscountry forward, wemust work together torid our society of social ills, which far toomany young people fall victim to daily,” hesaid.“Notable among these ills are drug and

alcohol abuse, the latter beingwhat Iwouldlike to speak about today.”South Africa has one of the highest per

capita alcohol consumption rates in theworld, with over 30% of the population saidto be struggling with an alcohol problem oron the verge of having one. “Alcohol hasmanaged to creep intomany aspects of ordi-nary SouthAfrican life, and very oftenwiththe most disastrous of outcomes. Some ofthemost devastating results of excessive al-cohol consumption can be found on our ro-ads, which have become a daily scene ofhorror and death,” said Grant.He pointed out the realities as revealed

in statistics, with theWorld Health Organi-zation identifying road deaths as the lea-ding cause of death for young people aged15 to 29 years of age.“These are disturbing statistics, and the

focus of a large part of the work that the

Western Cape Government does, throughour Safely Home programme in the Depart-ment of Transport and Public Works, tomake our roads safer for all those that usethem,” he explained.“Thehorrific facts about the effects of alco-

hol on road safety are that although the fre-quency of drinking and driving varies bet-ween countries, it is very high in SouthAfri-ca and almost universally accepted to beinga major risk factor for road crashes.“Drivers who have been drinking are at a

higher risk of being involved in crashes thanthose that have no alcohol in their system,with the risk increasing rapidlywith increa-sing blood alcohol content.“More disturbing is that inexperienced

young drivers driving over the limit are 2.5times more likely to be involved in a crash

than more experienced drivers.”He also pointed out the importance of

partnerships, with groups such as the Glo-bal Road Safety Partnership, Safe Roads 4Youth, ChildSafe, and all other groupingsthat share the same values and levels ofcommitment to reducing the carnage on ro-ads. “Winning this battle, inways that coun-tries leading in road safety, like Australia,have been able to, will be the legacy that wewill leave for generations to come. “Thebur-den that road crashes place on state resour-ces, as well as the human costs, are astrono-mical.“Wemust prioritise a drastic behavioural

change amongst road users, and not allowthis situation to continue unabated. Let’smake our roads better together, and ensurethat we all get home safely everyday.”

Blooming desert flowersbeautify Elsies River gardenPublic gardens are turning Elsies River in-to an area of interest.These are no ordinary projects. At the event Britz stated the police at El-sies River Community Service facility nowhad a “room with a view” and that delin-quents wanting to destroy the plantsthrough illegal dumping would be caughtby the peace officers.Residents were pleased with the garden,commending the council for the upgrade,and committed themselves to protectingthis asset.Justus’ message was that the projectshould motivate residents to make theirown gardens more environmentally friend-ly by creating an area for wildlife withplants that grow naturally in the region.“You should also design water-wise gar-dens by choosing plants that need less wa-ter and grouping plants with the same wa-ter needs,” he said.

A very disturbing letterappeared in TygerBurger onThursday 4 June (“Deathpenalty a matter for debate”).The writer, after ranting on

about addicts asks: “Is it nottime that we reopen thediscussion around the deathpenalty?”Our country decided to

abolish the death penaltyalmost twenty years ago, notby political parties or parlia-ment, but by the ConstitutionalCourt which delivered thisdecisive verdict with a unani-mous 11-0 vote.America was not so lucky.

This superpower and all othernations where the deathpenalty is in force are the mostviolent in the world.Not a week goes past that

the news is not dominated bykillings, bombings, abductionsor other forms of violenceemanating from these coun-tries. Death penalty is a violentact and can only operate in anenvironment of fear, hatred,vengeance, racism and retribu-tion. People who constantlyadvocate reintroduction of thedeath penalty are sooner orlater going to commit violentacts themselves. Clive Derby-Lewis and his henchmanJanusz Walus are a goodexample. Friday nights onecould hear him instigatingright-wing violence on radiophone-in programmes.Where will this bloodshed

end? Today it’s addicts, crimi-nals, murderers and rapists –tomorrow it will be homosexu-als, alcoholics, dwarfs, albinos,and who knows who else. Thatis how the Nazis’ reign ofextermination started.The writer and others like

him should rethink theirtirade. Our country took thecorrect decision.Anyone who supports the

email. The matter is thenattended to.You will regularly spot the

city’s blue bags on the pave-ment, indicating that ourstreets were swept.Do not use Bishop Lavis as

young helper Anvil to pop intothe Chinese shop for somesuperglue.He came out with an entire

card of superglues, as that washow they were sold, he wastold. There was no slip.I tried to use the superglue,

but most units were 100% dry.The rest I managed to squeezea tiny amount of liquid out of,which half fixed the small itemfor which it had been intended.This would normally take one

superglue squeeze at most, butI had to discard all the units. Ithink there were six units.It was very disappointing.No slip was given, so I didn’t

even try to take them back. Iwonder if someone tested thesuperglue in the stock at theshop?I was so angry, I threw

everything away.In retrospect, I should have

looked for an expiry date andat least gone back to tell them,but reading about Lynn’sresponse I wonder if it wouldhave mattered?

Ingevolge artikel 49(1)(a)(i) van dieWet op Plaaslike Regering: Munisipale Eiendomsbelasting,Wet 6 of 2004, hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die vierde aanvullende waardasielys (SV04) van die 2012- algemene waardasielys vir die 2014/15-boekjaar vanaf20 Junie 2014 tot 30 Julie 2014vir die publiek by die lokale hieronder ter insae lê. Die vorms vir die indiening van besware is by hierdie lokalebeskikbaar. Die waardasielys is ook vanaf 20 Junie 2014 op die Raad se webwerf beskikbaar (adres hieronder).

Eiendomme word ingevolge artikel 78(1) van dieWet op die vierde aanvullende waardasielys (SV04) van die 2012- algemene waardasielys geplaasindien dit: a) foutiewelik uit die waardasielys gelaat is; b) na die laaste algemene waardasie by die munisipaliteit ingesluit is; c) na die laaste algemenewaardasie onderverdeel of gekonsolideer is; d) ’n wesenlike toename of vermindering in markwaarde ondergaan het sedert die laaste algemenewaardasie; e) in die laaste algemene waardasie aansienlik verkeerd gewaardeer is; f) om enige ander buitengewone rede herwaardeer moet word;g) waarvan die kategorie verander het.

Ingevolge artikel 49(1)(a)(ii) van die Wet kan enige eiendomsbesitter of ander persoon wat wil binne die gemelde tydperk ’n beswaar bydie munisipale bestuurder indien oor enige saak wat op die waardasielys verskyn of daaruit weggelaat is. Besware kan slegs ten opsigte vaneiendomme wat op die SV04-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV04-waardasies inkennis gestel word by die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ’n beswaar ingevolge artikel 50(2) van die Wet met ’n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie. Die vorms vir die indiening van besware is by die lokalehieronder genoem beskikbaar en kan van die webwerf afgelaai word. ’n Afsonderlike beswaarvorm moet vir elke eiendom ingevul word.

The success of the five-week BrutalFruit Netball Cup will be put to thetest this week when the SPAR natio-

nal netball team play a three-test seriesagainst Scotland in Cape Town.The testswill be played at theVelodrome

in Bellville between 19 and 21 June.“It is an opportune time for us to play

this series,” said Netball South Africa(NSA) President Mimi Mthethwa.“This series gives us a chance to see how
