Brady was speaking at a meeting with members of the Malibu Village Neighbour- hood Watch last Friday when she announced the news. “I am pleased to mention that R200 000 of the ward allocation money has been made available for phase one of the CCTV camera installations,” Brady said. The cameras, she said, will be placed stra- tegically across ward 17. In addition to the cameras, the neighbour- hood watch will also be receiving their first set of two-way radios within the next two months, Brady said. Despite the installation of the cameras, Brady said she is pleased to see so many resi- dents joining their local neighbourhood watch structures to do their bit to help fight crime. “The police are doing good work, but they cannot do it alone. They rely on you, as a neighbourhood watch,” Brady told the men and women. She added: “One can see the difference on our streets, it is much quieter these days. The criminals are aware of you. We at least now have crime under control.” Malibu Village residents as well as people in the neighbouring Tuscany Glen have been falling victim to crime for several months now, which has forced the commu- nity to call for action. The Malibu Neighbourhood Watch was of- ficially established in October 2014 and since then there has been a significant drop in crime in the area, Alec de Sani, member, said. “The only concern we have at the moment is the spate of car hijackings especially in the Tuscany Glen area. “We will have to see how we are going to deal with that,” he said. Brady also encouraged businesses to get on board and support the neighbourhood watch structures and, in so doing, form a partnership. To date several businesses in the area have been approached for support, and thanks to the generosity of the local BP service station, the neighbourhood watch can now patrol the area with three vehicles each – with a full tank of petrol. Brady also assisted in acquiring reflector jackets that will enable the members to be visible at night.Aubrey Martin, chairman, encouraged residents in neighbouring areas to establish and join neighbourhood watch- es. It pays to pay! That is what some residents from

across the peninsula, who reside in theCity of Cape Town’s rental and sellingschemes, discovered when they receivedR1 000 gift vouchers in accordancewith theCity’s Housing Incentive Scheme. They have paid their accounts regularly

for three consecutivemonths for the periodbetween October 2014 to February 2015.Residents with arrears also qualify if theyhave made payment arrangements.“A large portion of our winners are sen-

ior citizens,” said theCity’smaycomemberfor Human settlements, Benedicta vanMinnen.“Regardless of their day-to-day struggles,

they are leading by example and ensuringthat their accounts are paid. Effective col-lections mean that we can use this revenueto maintain our rental stock.”Aimed at increasing loan and rental col-

lections, the schemerewards thosewhopaytheir accounts regularly by giving them achance to win prizes. To qualify for the draw, housing debtors

must have paid their housing accounts fora period of at least three consecutivemonths, with six housing debtors permonth winning shopping vouchers to thevalue of R1 000 each.Since the introduction of this scheme in

November 2010, rental and loan collectionshave risen by an average of 16% and 25%respectively.The oldest recipient for the months in

question is 78-year-old Dinah Oliver fromBonteheuwel. Catherine Isaacs (68) andRo-nald Wood (66) from Valhalla Park were al-so among the winners. The winners are drawn from both the

City’s indigent group and from those whoare currently working.“By encouraging our residents to pay

“Ek was so opgewonde oor die werkwat ek sou kry. Die man het baie mooiAfrikaans gepraat en hy was ordentlik, netjies geklee en het elke vraag van mygoed beantwoord. Hy was ’n rustigeman,” verduidelik Pietersen waarom hydie man, ene Christopher Geldenhuys, vertrou het.

Cases of TB and asthma amongst residentsin impoverished Kalkfontein in Kuils Rivermight soon be a thing of the past, thanks tothe installation of brand new ceilings in sev-eral homes.

About 300 low cost houses built before2005 will each receive a new ceiling.

News of the installation – welcomed bythe majority of residents – was announcedat a community meeting held recently, saidJohannes Pula, chairman of the Kalkfon-tein Development Forum. The installationforms part of the City’s ceiling “retrofit”programme, and is run by the departmentof human settlements. Similar projects aredone in various areas across the city.

Funding for the first phase amounts toR116 million and will see the fitting of some8 000 units, the City said. “This is somethinggood, especially with regards to the people’shealth conditions in the area,” Pula said.

The roofs, according to residents, containasbestos – the cause of many people here

developing TB and asthma.“Cases of TB and asthma will hopefully

now decrease,” Pula said.Justin Wildebees, a community worker

who also attended the meeting, said manyresidents fall ill due to the asbestos. “We arereally happy that the council has kept itspromise,” he said.

Houses located in Isabel to Reuter Streetwill be serviced as part of Phase 1 of theproject, while homes in Verenigde, Elmarieand Elizabeth Street will be done in Phase 2.

“The people are excited. This could nothave come at a better time. We are lookingforward to it,” said Wildebeest.

The City said the project will start in Oc-tober. “Between 1994 and 2005, the majorityof state-subsidised housing units were con-structed without insulated ceilings andweather-proofing,” said Mayco member forhuman settlements, Benedicta van Minnen.

“This was because the subsidy which wasthen provided by the national governmentdid not make provision for the installationof ceilings.” The project is expected to becompleted by the end of December.

Schools across the city have been mobil-ised to nip in the bud the not-so-latestoccult craze beginning to mushroom

across the country. The “Charlie Charlie” game has had many

parents wondering what can be done in or-der to prevent their children from being ex-posed to its nature, while others have contin-ued to view it as harmless fun conjured upthrough the vibrant minds of youth.

A host of local schools have reported in-stances where children have been found tobe playing the game, with some fortunatelygoing on to say that they have brought anend to the activity before losing control ofthe situation.

“We have nipped it in the bud,” said an un-named source at one of the schools.

“We had children come to us to say thattheir fellow learners have stopped playingthe game after telling them about it beforewe addressed them about the issue.”

Despite the dangers or even non-dangerswhich may exist, the fact that children havetaken to “Charlie Charlie” indicates that al-ternative activities need to be sought in or-der to cultivate a more harmonious environ-ment for children to interact in.

The game was originally played by Span-ish speaking girls as a way to “enquire”which boy may like them, but the game hassince reincarnated itself in 2015 and hasgone viral in the form of the “Charlie Charliechallenge”. This occurred when English-speaking youth adapted the paper-and-pen-cil game after a video displaying the game

was posted on Twitter under the hash tag#CharlieCharlieChallenge.

The video was originally intended to behumorous, but has since evolved into some-thing more taboo.

The Western Cape Education Departmentsaid the public should be careful when deal-ing with incidents of the nature of CharlieCharlie.

“Children should be encouraged to dis-cuss any ‘uncomfortable’ feelings about theincident with their teachers, who could theninitiate procedures for the proper therapeu-tic response processes. Actual instances ofbullying or coercion could certainly havenegative effects on the child, but early iden-tification and effective intervention canameliorate the initial effects as well as thelong-term consequences.”

The WCED also outlines that provisionshave been made in the curriculum to teachchildren to make more informed decisionsand equip them with the knowledge of theirrights.

“Regular playground supervision by edu-cators would also go a long way to curtailingsuch activities and it is also important forparents to communicate continually withtheir children and to discuss all the growthanddevelopmental issues as well as any situ-ations arising from specific incidents atschools.”

Manenberg police spokesperson Lieuten-ant Ian Bennett maintained that althoughschools in the area have reported instancesof the game being played, it points to a biggerproblem within communities.

“People forget how powerful young peopleare. This is a case where there is nothing

(spiritual) happening in schools. Therefore, there is no form of moral understanding inplace and young people go in search of some-thing new and exciting because they becomebored with the day-to-day things in life,”said Bennett.

He went onto say that the mainstream me-dia are partly to blame for the notoriety ofthe game, which has only stirred the excite-ment within children to start experimentingwith it.

“Children are curious beings; they wantto find things out when they are at schooland are experimenting with them all thetime.”

“We as adults need to channel children’senergy. That energy needs to be conductedand channelled into something good. Theyhave a rightful place in our society and weneed to ensure that they have a special placein our community.”

Warren Rossiter (Hazendal Primary) isaware that regardless of the activity the chil-dren involve themselves with, they are con-stantly creating awareness with their chil-dren regarding the consequences of follow-ing mass hysteria. They urged parents toencourage their children to partake in posi-tive activities as well as involving them-selves more in their children’s lives.

“Many of the things that the childrenbring to school, they learn in the streets; intheir neighbourhoods. It spreads throughthe schools and then it goes back again intotheir respective neighbourhoods. We arereaching out to parents, because we don’thave a sufficient involvement of parents.

“It is only in crisis times that the parentsare very concerned, but we need an ongoingsupport and understanding from the side ofparents to make more time for their chil-dren. I know parents are tired when theycome from work. Often it is single parentfamilies or both parents are working, butthey have to make time for their children be-cause they need that quality time. We aretrying to encourage that among families. Wehave a very close and immediate contactwith the child, but we don’t always have thatclose communication with the parent.”

The textile company Falke South Africa, based in Bellville South, recently expa-nded its operations with another multi-million rand investment in state-of-the-art knitting machines.

CEO Martin Grobbelaar sees this latestacquisition as a further step in ensuringthe long-termsustainability of the compa-ny.

Falke SA is a subsidiary of the Germantextile giant, a fourth-generation familyowned business that was founded in 1895.The South African operation was esta-blished in 1974.

Falke SA currently manufactures ap-proximately 7,5 million pairs of socks peryear for the domestic and export market.

Grobbelaar ascribes the success of thebusiness to its employees. “Our peopleare our biggest asset and their loyalty toFalke is the key to our achievements. Wepride ourselves in the commitment fromour staff. This is evident in our low staffturn-over and the fact that we recentlyawarded long-service awards to 57 em-ployees, who have been with the companyfor between 20 and 40 years.”

The company currently employs 647staff at its various plants and factories inthe Western Cape and Gauteng.

Four businesses from the Tygerberg areawere among the top businesses in the West-ern Cape at Productivity South Africa’s an-nual Western Cape Regional ProductivityAwards.

This was held at the Lord Charles Hotelin Somerset West on Monday 31 August.

These four businesses, from differentbusiness sectors, come from Parklands,Montague Gardens and Elsies River.

They were part of the organisation’s pro-ductivity improvement programmes andshowed above average growth and produc-tivity. The winners were selected from agroup of finalists, who entered this annualcompetition and will represent the WesternCape nationally on 1 October.

Productivity SA’s aim is to improve pro-ductivity and competitiveness in the work-

place throughout South Africa. Those busi-nesses who came out tops were corporatesector division winner Bobby Fairlambfrom the outdoor clothing company, K-wayin Ottery and Issy Engelbrecht from Finger-print Worker’s Cooperative Ltd in Matroos-fontein in Elsies River in the category, Coop-erative Sector (small business). In theemerging sector, businesses owner JanecChovnowski from Gasket & Shim Industriesin Montague Gardens, has been in businessfor a short while, but already started export-ing internationally. The public sector win-ner was the Department of Community Safe-ty. Leslie Morris, a member of the winningteam, collected the winning award on the de-partment’s behalf.

Corporate sector winner Bobby Fairlambsaid in his acceptance speech, he disagrees

with the generalisation that South Africanworkers are lazy to work.

“It’s not the workers, but bad managementthat is the causes of this perception.Workerswant to work, but often it is because of man-agers’ bad planning that they’re not able to.I want to carry this message out as far as pos-sible that managers should do proper plan-ning to be able to lead effectively,” he said.

Productivity SA focuses on providing as-sistance to individual companies by meansof their productivity improvement pro-grammes. The award ceremony wants to mo-tivate companies into adopting productivityas a fundamental tool to be more competitiveand alleviate challenges such as poverty andunemployment. Also, it wants to recogniseindividuals, organisations and communi-ties for their contributions to building South

Africa’s productive capacity.Productivity CEO, Bongani Coka said,

“The country’s fight against unemploymentintensifies, it is through organisations likethese (finalists) that poverty can be tackledholistically. South Africa currently facesmajor challenges, for example to come upwith ways to create employment opportuni-ties, stimulate economic growth and reducepoverty.

“To achieve this and further economicgrowth, emphasis should be on developingproductivity in all sectors of the economy. There need to be a focus on critical growthsectors and on making our enterprises morecompetitive. We need better access to knowl-edge, skills, resources and technology espe-cially for previously neglected sectors,” hesaid.

The remains of a caracal discovered re-cently in the middle of a road in Sarep-ta, Kuils River, left many residents

here wondering about its origin. The animal was found lying in Sarepta

Road aweek ago. It is still unclear as towhatcaused its death, however some residents be-lieve it had been struck by a motor vehicle.Photos of the wild animal taken by resi-

dent Peter Bobbert were uploaded onto theKuils River Community Page on Facebookon Thursday 3 September. Since then a totalof 28 people commented on the post, most ofwhom wondering where the cat came fromand how it ended up in the quiet residentialarea.“Oh shame. Would be interested to know

how it got here,” one resident wrote.“Ohmy heck!We havewild cats here,” an-

other said.Another responded: “Oh my word. I

thought I was seeing things early this morn-ing on my way to work. So it was a rooikat(caracal), but how in the world did a rooikatend up in a residential area? This is verystrange.”Someone else wrote: “Gosh! I saw this yes-

terday. Definitely not something you see ev-ery day.”According to Bobbert, the photographer

who noticed the animal while on his to waytodrophis childrenat school, the animalhasbeen lying in Sarepta Road since early thatmorning.“Howdid thiswildcat get intoKuils River;

such a beautiful animal,” hewrote on theFa-cebook community page. Some residents believe the animal es-

caped from a nature reserve; others say anearby farm.“Thenearest place to us is the Zevenwacht

Farm, but that is almost 15 minute’s drivefrom us,” Bobbert told TygerBurger. The sighting of caracal in the Kuils River

area is however not as unusual as people

may think.According to information found on theUr-

ban Caracal Project’s website – a projectstarted in September 2014 to research thepopulation, size and health of the caracalpopulation in the Cape Peninsula – caracalsare widespread within southern Africa, andaccording to researchers they are not un-common in Cape Town.Dr Jacqueline Bishop, a senior lecturer

at the department of biological sciences atthe UCT who assists the Urban CaracalProject with research support, said caracaloccur throughout the surrounding areas ofCape Town. This also includes areas where the urban

matrix transitions into the agricultural are-as of Kuils River, Bloubergstrand, Durban-ville, Lynedoch, Stellenbosch and down toSomerset West.Asked whether these animals, described

as solitary and highly territorial, normallyroam far away from their natural habitat,Bishop confirmed that they do.“All the anecdotal reports on where they

occur suggest that caracal are not restrictedto pristine habitat areas.“They are very capable hunters and have

a broad diet which allows them to do wellin transformed landscapes like agriculturalareas as well the pristine habitats of protect-ed areas like national parks and nature re-serves.”In Kuils River it’s likely that these ani-

mals also mostly occur throughout the sur-rounding farm land areas, Bishop said.“They will use roads to get from one area

to another and it’s likely that vehicle colli-sions are a major source of mortality forthem.“I recently drove through Kuils River to-

wards Stellenbosch and Iwas amazed at howmuch urban development has occurred inthe area in the last years,” Bishop saidThough it is unlikely to happen, people

who encounter the animal are advised tostand still and let the caracal pass.“Caracal are very shy and are likely to de-

tect youbefore youdetect them.Theyarenotaggressive and will run away from peopleand dogs. If you see one while you are outwalking you should stand still and wait for

it to move away,” Bishop advised.V Sightings and roadkill can be reported via SMS to079 837 8814 or email [email protected] more information visit www.urbancaracal.org
